Business Analyst III

The Business Analyst III will support the Texas Health and Human Services Commission. This role serves as the critical bridge between business stakeholders and technology teams, analyzing current legacy systems to identify inefficiencies and translating business needs into actionable technical solutions. The Business Analyst will document requirements to be shared with the selected vendor to ensure program goals are met. This position requires strong experience in requirements gathering, business process mapping, and stakeholder communication. The role will continue through the end of the project to ensure the solution is implemented to stakeholders' satisfaction.

Responsibilities:

• Serve as the critical liaison between business stakeholders and technology teams to align solutions with program goals.
• Analyze current legacy systems to identify inefficiencies and translate business needs into actionable technical solutions.
• Meet with stakeholders through interviews, workshops, and surveys to discover business needs.
• Translate abstract ideas into structured Business Requirement Documents (BRDs) and Functional Requirement Documents (FRDs).
• Create use cases to visually map current versus future state processes.
• Negotiate requirement trade-offs and manage expectations regarding project timelines and costs.
• Participate in the testing phase by creating test cases and ensuring the final product meets original requirements.
• Serve as the central point of contact between users, technical teams, and stakeholders.
• Document requirements for sharing with the vendor selected to provide program solutions.
• Prepare solution options, risk identification, and financial analyses such as cost/benefit and return on investment.

Requirements

Minimum Qualifications:

• 8 years of experience analyzing current legacy systems, identifying inefficiencies, and translating business needs into actionable technical solutions that meet program goals.
• 8 years of experience working with program/project teams to document requirements and UAT.

Preferred Qualifications:

• 8 years of experience translating abstract ideas into structured business requirements.

Additional Requirements:

• Local candidates only; must currently live within 50 miles of the Austin, Texas work location.
• Candidate may be required to work outside normal business hours on weekends, evenings, and holidays.

Work Location and Schedule:

Location: 701 W. 51st Street, Austin, TX 78751

Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.

Work Arrangement: On Site.
