Senior Human Resource Generalist

The Senior HR Generalist is responsible for implementing and administering human resource policies and programs that require sound, independent judgment on employee relations and compliance matters, that will enable The Children's Receiving Home (CRH) to achieve its mission and vision. The Senior HR Generalist provides technical and administrative staff expertise and support on a variety of related issues including, but not limited to, the areas of Employee Relations, Wage and Salary, Benefits, Leave Administration, Staff Development, Recruitment and Retention, Employment, Workplace Safety, etc. Develops and implements HR policies, programs and procedures to ensure accountability, equity and fairness throughout the agency and consistent compliance with all regulatory and accrediting agencies in addition to State and Federal legal requirements.Essential Duties and Responsibilities:Overall Department AdministrationImplement and administer HR programs, policies and procedures.Ensures that HR policies and procedures manuals are current, reflect the needs of the organization and are reviewed annually.Advise management and staff of required updates to policies and procedures as a result of changes in statutory regulations or laws and communicates, monitors and implements as needed.Provide leadership and direction on HR matters that pertain to the agency.Maintain knowledge and understanding of Federal and State labor laws to ensure compliance with all personnel related legal and regulatory requirements.Advises, guides, counsels, interprets and makes recommendations regarding HR policies, objectives, operational procedures, statutory regulations/laws and compliance activities to all levels of staff.Assist staff in resolving employee relations issues including, but not limited to, involuntary termination, employee disciplinary action and grievances.Monitors all grievances to ensure timely and effective resolution of employee concerns.Develop and monitor compensation program, ensuring that it is consistently administered throughout the agency.Conduct salary surveys to maintain competitive pay ranges and employee benefits as needed.Conduct an annual review of employee benefits plans.Ensures that all Wage and Salary and Benefits programs are current, legal, administered consistently and meet agency needs.In coordination with Finance, negotiate benefit program and Workers' Compensation premiums each year to provide maximum savings for the agency.Plan and oversee annual open enrollment period for employees.Ensure that accurate, legally compliant, criteria-based job descriptions have been developed and kept current for each position.Assist management staff in revising and creating job descriptions when needed.Develop and implement a Recruitment and Retention plan to maintain adequate employees for agency programs.Oversee the performance and salary review process for all staff.Develop and implement a criteria-based performance evaluation system. Regularly monitor for effectiveness.Responsible for all issues pertaining to workers compensation.Ensures complete and orderly personnel files and other HR records are always maintained in compliance with legal and agency standards.Assures the confidentiality of all personnel files and documentation.Personnel ManagementServe as the primary HR advisor and point of contact for program directors, managers, supervisors, and staff CRH-wide.Ensure ongoing compliance and skills training is available to CRH staff (e.g., harassment prevention, workplace safety, mandated reporter, policy training).Own the hiring, discharge, and orientation process in accordance with agency policy.Oversee disciplinary actions, in compliance with agency policies and procedures.CRH ActivitiesAttend and participate in CRH management and Leadership meetings.Oversee the Employee Recognition Committee and Safety Committee.Participate in New Employee Orientation as needed.Participate in CRH activities as required.Perform other job duties as assigned.Fiscal ManagementWorks closely with the agency's Finance department to develop program budgets and monitor monthly budget expenditures.In conjunction with Finance, prepare program budget amendments as needed.Coordinate with Finance to ensure timely submission of accurate time sheets and attendance reports.Quality ImprovementConduct internal program evaluations and quality improvement initiatives.Maintain program compliance with agency, Federal and/or State regulations.Ensure compliance with all records, files, and HR related information.Recommend to the Leadership team educational and organization development programs that may be beneficial.Supervisory Responsibilities:NoneTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to speak effectively before groups of customers or employees of organization.Computer Skills:To perform this job successfully, an individual should have knowledge of Microsoft Office Suite, modern web browsers, and Paycom, or another HRIS.Education/Experience:Bachelor's degree (B.A.)Five or more years of progressive human resources generalist experience, including direct, hands-on ownership of employee relations, investigations, and full-cycle recruitment, or equivalent combination of education and experience, required.Licenses, Certifications, Registrations:Must possess a valid California Driver's License.Must be at least 21 years of age.Must pass First Aid certification course before start of employment. Certification can be completed through the Children's Receiving Home.Must pass CPR within the first six weeks of employmentMust pass Bloodborne Pathogens and Therapeutic Crisis Intervention (TCI) certification courses offered through the Children's Receiving Home within the first three months of employment.Must maintain TCI, CPR, First Aid and BBP Certification throughout employment.Must complete online Mandated Reporter Training within first week of employment.Knowledge, Skills and Other Abilities:Must be able to read, write, speak and understand the English language.Knowledge of current human resources principles and practices, including Federal and State labor laws and regulations pertaining to wage, hours, benefits, EEO, ADA and workers compensation.Proven leadership and business acumen skills.Proven ability to handle multiple projects and meet deadlines.Strong interpersonal skills.Good judgment with the ability to make timely and sound decisions.Creative, flexible, and innovative team player.Commitment to excellence and high standards.Excellent written and verbal communication and presentation skills.Ability to work with all levels of management.Strong organizational, problem-solving, and analytical skills.Versatility, flexibility, and a willingness to work within constantly changing priorities with enthusiasm.Interpret complex laws, regulations, and/or policies.Coordinate multiple tasks simultaneouslyCollect, interpret, and/or analyze complex data and informationUnderstand and respond to a diverse population.Physical Demands:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
