Traffic and Revenue Manager

The T&R Manager leads the development and optimization of traffic demand, operational performance, and revenue strategies for highway and toll infrastructure projects, integrating traffic forecasting with design and financial considerations. Job Description Strategic & Technical Leadership Analyze market environment, users’ preferences, and competing infrastructure; study contractual conditions and project information in RFPs during tender and after awarding. Manage and lead T&R studies developed by external consultants, ensuring objectives, quality, robustness, and schedules. Lead T&R analysis for major Toll highway and Managed Lanes projects, including demand forecasting and revenue modeling. Define strategies to optimize T&R across related areas, mindful of road design and tolling strategy. Provide internal or preliminary T&R estimations when needed and oversee integration of modeling results into strategic decisions. Ensure alignment between engineering design solutions and traffic demand/revenue objectives. Stakeholder & Project Coordination Participate in high-level meetings with public agencies and stakeholders to present T&R insights. Coordinate between Consortium T&R teams, Business Development, Commercial teams, and Concessions Business Managing Directors within the consortium. Coordinate between T&R teams and Technical Department on Operations and Maintenance, ITS, and Tolling teams within the consortium. Coordinate with T&R Consultants, LTRA, and Financial teams; collaborate with DOTs, consultants, and design-build ventures to influence design alternatives. Analysis & Reporting Oversee and contribute to development of T&R models, user demand projections, and revenue forecasts. Validate assumptions, methodologies, models, and outputs used in financial and technical proposals; prepare and review technical documentation for bids. Track and assess T&R in awarded assets. Continuous Improvement & Innovation Identify opportunities to improve modeling methodologies and tools. Incorporate user behavior insights and emerging traffic technologies into analysis; support knowledge transfer and internal best practices. Reporting Line and Team The T&R Manager will have a dual reporting line: a hierarchical line to the Head of Concessions in North America and a functional line to the Technical Department in Madrid, Spain. Direct responsibility for the T&R team based in the U.S. office, currently two engineers. Required Skills and Competencies Bachelor’s Degree in Civil Engineering, Transportation Engineering, Economics, or related field (Master’s degree preferred) Minimum 8–12 years of experience in traffic analysis, transportation planning, or highway design Strong analytical and data-driven decision-making capabilities Advanced understanding of traffic operations and user behavior Leadership and team coordination skills across technical disciplines Excellent communication and stakeholder management abilities Ability to translate complex technical analysis into strategic insights High attention to detail and commitment to quality Proven experience in Managed Lanes, toll road, or PPP infrastructure projects Experience in a lead or senior technical role coordinating T&R with multidisciplinary teams Strong expertise in traffic modeling tools (e.g., VISSIM, Aimsun, TransCAD, Cube, Synchro) Experience integrating traffic modeling with financial/revenue forecasting Familiarity with roadway design standards (AASHTO, MUTCD, state DOT requirements) Professional Engineer (PE) or equivalent preferred #J-18808-Ljbffr Acciona Australia
