The City of Marshfield is seeking a Community Development Director to join our Team! Under the general direction of the City Administrator, the Community Development Director leads the City of Marshfield’s economic development and redevelopment efforts and oversees planning and zoning services that support orderly growth and reinvestment. The Director supervises the City Planner and Zoning Administrator/Ordinance Enforcement, and presents professional recommendations to City boards/commissions, the Mayor, and Common Council. The Director serves as the City’s primary liaison to the local business community and key partner organizations to advance business attraction, retention, and redevelopment initiatives. The position coordinates development review and code compliance processes with Building Inspection services and oversees zoning/code enforcement activities through the Zoning Administrator/Ordinance Enforcement. Serve as the City’s primary economic development liaison to key local partners and stakeholder organizations including Marshfield Utilities, MACCI, Business Improvement District (BID), Mainstreet Marshfield, Visit Marshfield, the Community Development Authority (CDA), and other local and regional partners, to plan and execute coordinated development initiatives. Support the staff attending boards and commissions (ex: Plan Commission) and attend as needed or directed by the City Administrator. Assist in preparing professional recommendations, presenting reports and supporting informed public decision-making aligned with adopted plans and City goals. Develop, evaluate and advance redevelopment and investment projects including concept development, feasibility support, stakeholder engagement, incentive structuring, development agreements and coordination of the City’s development review processes. Provide leadership and supervision to the City Planner and Zoning Administrator, including goal setting, performance management, workload prioritization, quality control and professional development; delegate technical planning and zoning execution to the City Planner and Zoning Administrator. Oversee and guide implementation and updates to the City’s planning framework including the Comprehensive Plan, Economic Development Action Plan, Downtown Master Plan, Comprehensive Outdoor Recreation Plan and other special plans, ensuring plans translate into executable work programs and capital priorities. Direct the City’s zoning, subdivision and sign ordinance administration and policy development ensuring ordinances and procedures are clear, current, consistently applied and compliant with applicable Wisconsin statutes; recommend code updates that support desired growth and redevelopment patterns. Lead tax incremental financing (TIF) and redevelopment tools as assigned including district formation/administration support, required planning documentation and coordination with legal/financial advisors and City Leadership. Prepare and oversee grant and external funding efforts related to economic development, redevelopment, planning, housing/community development, and downtown initiatives; ensure compliance, reporting and performance outcomes for awarded funds. Prepare and administer the departments annual budget and relevant program budgets including planning/economic development work programs and related capital improvement planning; monitor expenditures and report status to the City Administrator. Represent the City in public, intergovernmental and stakeholder settings including public meetings, administrative hearings and media communications as directed by the City Administrator. Oversee administration and compliance of City-funded economic development and downtown partner agreements including performance expectations, reporting and scheduled disbursements. Also responsible for departmental performance metrics such as permit turnaround times, development activity reports and other similar types of tracking. Other duties as assigned. JOB QUALIFICATIONS EDUCATION Minimum Required :Bachelor’s degree in planning, geography, business or public administration or other closely related field is required. Preferred/Optional :Master’s Degree in Planning, Public Administration or closely related field. For positions requiring education beyond a high school diploma or equivalent, educational qualifications must be from an institution whose accreditation is recognized by the Council for Higher Education and Accreditation. EXPERIENCE Minimum Required: A minimum of three to five years’ of increasingly responsible experience in planning, economic development, business development, marketing or finance. One to two years of Supervisory experience. CERTIFICATIONS/LICENSES Preferred/Optional: AICP (American Institute of Certified Planners) certification, CEcD (Certified Economic Developer) certification or EDFP (Economic Development Finance Professional) certification KNOWLEDGE/SKILLS/ABILITIES Ability to direct and supervise staff with a variety of skillsets. Working knowledge of the principles, practices and administration of urban and regional planning; knowledge of the building inspection process and related construction fields; knowledge of the methods and procedures in establishing and maintaining zoning ordinances; knowledge of the principles of budgeting; ability to communicate effectively, verbally, and in writing; and ability to demonstrate enthusiasm, motivation, and creativity in planning, directing, and supervising required. Familiarity with GIS, Excel and other relevant economic development software.Requires travel to various local worksite locations.
