VP, Head of Regional HR Enablement & Labor Relations Hewlett Packard Enterprise is seeking a senior HR leader to drive a unified HR approach across multiple markets. The role focuses on workforce risk & management, labor strategy, and local HR execution & enablement, translating global priorities into market‑specific plans that support business growth, transformation, and compliance within each region’s regulatory environment. Key Responsibilities Market HR Leadership (Local HR strategy) Translate and enable global HR priorities into locally executable plans aligned with business objectives, growth strategies, and transformation roadmaps. Ensure compliance with local employment laws and regulations. Act as a trusted strategic advisor to HR Business Leaders, HRBPs, and COEs. Partner with regional & country Managing Directors to identify and mitigate country‑specific risks, trade‑offs, and sequencing. Labor Relations Strategy Develop and guide local labor relations strategies, including union and workers council engagement, Health and Safety Committee interactions. Lead negotiations, collective bargaining, and dispute resolution, coordinating with Legal, HR, and business stakeholders. Monitor external labor market trends and advise on their implications. Create and maintain a country‑specific HR playbook repository; coach HR teams in complex union interactions and ensure adherence to labor relations requirements across all jurisdictions. HR Integration and Execution Connect global HR program design with local implementation, ensuring practicality and scalability. Partner with COEs to adapt programs to local needs. Enable HRBPs to focus on strategic initiatives by reducing local operational complexity. Workforce Insights, Risk Management and Execution Understand workforce trends, including attrition and labor risks unique to specific markets. Provide insights on workforce stability and external labor market dynamics. Execute workforce plans and negotiate with local authorities. Lead regional execution of workforce management plans, partner with HRBPs and business leaders on high‑risk employee relations decisions. Qualifications Minimum 12 years of progressive HR experience, with at least 3 years in global employee and labor relations within large complex organizations. Proven track record leading labor relations strategies in multi‑national corporations with a global employee base of 20,000+. Experience designing and managing global HR operating models that unify regions. Hands‑on experience managing labor negotiations, collective bargaining agreements, and union engagement in multiple countries with diverse labor laws. Deep expertise in local employment legislation across 3–5 geographies, preferably North America, EMEA, and APAC. Experience managing large HR budgets exceeding $10million and leading teams of 75+ HR professionals. Strong understanding of AI tools, including GenAI, and demonstrated modernization of HR processes. Bachelor’s degree in HR, Business Administration, Law or related field; Master’s degree preferred. Professional HR certification such as SPHR, SHRM‑SCP or equivalent is preferred. Key Capabilities Strategic and results‑driven leadership; ability to develop and execute strategies that align HR and labor relations with business goals. Deep legal and regulatory expertise in international labor laws, union engagement, collective bargaining, and compliance. Global operating model design and evolution; experience building scalable, consistent HR operating models. Stakeholder influence & executive presence; partnership with C‑suite executives, legal counsel, and union representatives. Cultural competency & local adaptation; sensitivity to local cultures and employment practices. Change management & transformation with growth mindset; leading large‑scale HR transformations. Data‑driven decision‑making; strong analytical skills for interpreting workforce data and risk indicators. Technology & innovation adoption; enthusiasm for AI and emerging technologies to modernize HR functions. Leadership & team development; success in managing and developing large, diverse teams. Accountability & integrity; commitment to ethical standards and compliance. What We Can Offer You Competitive salary in the range of USD 187,000 – 429,000 (annual base).
