The position performs functions in two distinct areas: Information & Intelligence Analysis and Investigation Support & Analysis. The analyst will be responsible for gathering information, analyzing, and developing refined data to uncover criminal activity more accurately or indicate more accurate crime trends or locations. The analyst will manage sensitive information, prepare intelligence reports, and present the information to a wide range of audience members from the community at large to include: the leaders of the education, commerce, and government. The analyst will need strong oral and written communication skills, superior analytical and critical thinking skills, time management skills, and an ability to work with a wide variety of individuals from myriad cultures, belief systems, and backgrounds. The Tactical Analyst II will be capable of and be required to train other identified persons in the day-to-day functions of their position. Will coordinate with their supervisor to be available after hours and may be called upon for emergent situations that require their assistance.Intelligence* Organize, analyze, and distribute intelligence/informational bulletins received from outside agency partners. Determine the relevance of learned information as it relates to the area of operations and campus community.* Generate intelligence/informational bulletins for active cases or perceived threats to the area of operations and campus community.* Conduct spectrum of life investigations on persons of interest.* Actively and independently conduct open-source information as it relates to trending topics and events that have a potential impact on the area of operations and campus community.* Operate all systems of the Real Time Information System during operational periods related to a planned or impromptu event.* Support the PD’s response to major events, VIP visits, and disruptions to campus activity.* Be timely in the gathering and distribution of time sensitive and organizationally sensitive events, investigations, and activity that could impact University operations.* Utilize available camera systems, site surveys, and other reconnaissance techniques to identify, monitor, and predict areas vulnerable to criminal offenses.* Receive, process, and analyze all field intelligence cards submitted.* Maintain professional relationships with outside agency partners to foster expedient sharing of information.* Evaluate and assess gathered information to develop meaningful intelligence assessments, free of bias, using those assessments to develop intelligence briefings when assigned.* Manage the threat mitigation calendar of events and trending topics board.Investigations* Manage sensitive information, prepare intelligence reports, and present the information to a wide range of audience members from the community at large to the leaders of the education, commerce, and government.* Collect, analyze, and summarize data to project crime trends for detectives and patrol officers.* Conduct open-source intelligence gathering related to active cases, including, but not limited to locating property and identifying suspects.* Assist investigators with reviewing videos related to active investigations.* Review active investigations and identify commonalities, trends, and other relevant investigative leads that may be found in previous similar or related investigations.* Analyze data to predict appropriate times and locations for targeted enforcement of trending crimes.* Create photo line-ups for active cases.* Produce major case briefings or summaries that are professional in appearance.* Maintain a positive working relationship with the Dean of Students while facilitating the flow of information between departments.* Stay abreast of crime trends with our partner agencies and share those trends internally with UTPD.* Connect outside agency detectives and investigators with their internal counterparts.* Other related functions as assigned.## PurposeThe position performs functions in two distinct areas for UTPD: Information & Intelligence Analysis and Investigation Support & Analysis in support of mitigation of threats and investigation of criminal activity on and around the University of Texas at Austin Campus.## Responsibilities* Organize, analyze, and distribute intelligence/informational bulletins received from outside agency partners. Connect outside agency detectives and investigators with their internal counterparts.## Required QualificationsBachelor's degree in Criminal Justice, Business, Public Administration, a social science, or related field. Five years of experience in research, analysis, and interpretation of law enforcement data or related field. A master's degree in a related field may be substituted for up to 2 years of experience. Experience in data analysis, research methods, theory, and statistics, preferably in a law enforcement capacity. Must pass a comprehensive background investigation, which includes a criminal history check, credit check, and drug test. Must be able to obtain federal security clearances Must possess a valid driver's license and have access to reliable transportation. Ability to interpret and explain complex statistical data to a wide variety of constituencies. Ability to produce reports on demand and in a timely fashion. Excellent verbal and written communication skills. Ability to take initiative and work independently. Professional demeanor. An equivalent combination of relevant education and experience may be substituted as appropriate. Ability to work non-standard hours as required by the department.## ## ## Preferred QualificationsComprehensive knowledge of the principles, concepts, methods, and techniques of crime and Intelligence analysis. Hands-on experience with crime analysis software, including GIS and other mapping software, DBF, CSV, and Excel tables, and database software including Crystal Reports, Oracle, SQL, and Microsoft applications. Experience with police records management systems, for example: One Solution RMS. Experience using digital forensic tools such as Cellebrite for mobile device data extraction and analysis.## Driving RequiredThis job requires a class "C" operator's driver's license. The applicant selected must provide a current three-year driving record from the current state of residence. If not currently a Texas resident, a Texas driver's license must be obtained within 30 days of becoming a Texas resident.
