Part-Time Lecturer - Public Budgeting and FinancialManagement About the Opportunity The College of SocialSciences and Humanities and its ten tenure units are thehome of the Experiential Liberal Arts. Through its research,teaching, and engagement missions, the college collaborates acrossthe university, the Northeastern network, and partners around theglobe. Responsibilities The School of Public Policy and Urban Affairs in the College ofSocial Sciences and Humanities seeks an applicant to teach PPUA6505: Public Budgeting and Financial Management at its Arlington,Virginia (National Capital/Washington, DC area) campus for Spring2026. The instructor will teach this core course for ourNASPAA-accredited Master of Public Administration program. Thecourse surveys governmental budgeting at the federal, state, andlocal levels, examines major revenue sources and expenditureresponsibilities, discusses budgetary processes and politics, andconsiders both proposed and implemented reforms. The course alsointroduces financial management practices including cashmanagement, fund accounting, debt financing, endowment spending andcontrol, cost allocation procedures, and tax expenditures. Given our Arlington location, emphasis on federal budgetingprocesses, congressional appropriations, and federal agencyfinancial management is particularly valuable. Teaching will be in a traditional classroom on our Arlington,Virginia campus, with classes meeting in the evening to accommodateworking professionals. Qualifications Ph.D. degree in Public Administration, Public Policy,Economics, Public Finance, or related disciplines is preferred.Advanced (masters) degree with significant professional experiencein governmental budgeting, public financial management, or relatedfields may be considered. Experience with federal budgeting processes, congressionalappropriations, or federal agency financial management is highlydesirable. College-level teaching experience is preferred. Professional experience in government budget offices, GAO, CBO,OMB, or similar organizations is a plus. Documents to Submit Applicants should submit a cover letter and CV.
