Emergency Management Specialist I

This Emergency Management Specialist I position is a non‑supervisory role within Bay County, focusing on the planning, coordination, and operation of emergency management activities across the county and partner agencies. Responsibilities Assist with the planning, development, and coordination of natural and man‑made disaster preparedness, recovery, and mitigation plans for local governments. Coordinate the maintenance of the county’s all‑hazards Comprehensive Emergency Management Plan. Develop, implement, and monitor program plans; write and update Standard Operating Procedures as needed. Communicate hazard analysis and mitigation planning; provide recommendations for Bay County’s Local Mitigation Strategy Plan. Assist with Continuity of Operations and Continuity of Government planning; support partner agencies in COOP plan development. Support Bay County’s Exercise and Evaluation Program (HSEEP), NIMS training and compliance, employee emergency training, and regional exercise coordination. Prepare grant program documentation, monitor grant compliance, produce financial progress reports, and assist local agencies with grant preparation. Coordinate disaster response and crisis management activities such as evacuations, shelter operations, and special needs program implementation. Train and exercise County and partner agencies on mitigation and recovery plans, including citizen preparedness education and emergency public information. Facilitate FEMA training and, if needed, instruct courses. Assess emergency preparedness and the availability of appropriate technologies for response. Operate two‑way radios, weather radios, computers, and other communications technologies. Conduct after‑action reviews of significant events. Maintain contact information for individuals and supplies needed for emergency operations. Perform driving, towing, setup, or teardown of vehicles and equipment such as mobile command centers, light towers, generators, and cargo trailers. Execute other related duties as assigned by the Chief of Emergency Services. Qualifications Bachelor’s degree in emergency management, business, public administration, management science, or urban/regional/community planning. One year of professional experience in emergency management, disaster management, or a similar field. Comparable training and/or experience may substitute for the minimum qualifications. Licenses and Certifications Valid Florida driver’s license with a driving record acceptable under the County Driving Policy. FEMA Professional Development Series Certificate. IS 100 Introduction to the Incident Command System. IS 200 Incident Command System for Single Resources and Initial Action Incidents. IS 700 Introduction to the National Incident Management System. IS 800 Introduction to the National Response Framework. ICS 300 – Intermediate Incident Command System (must be obtained within six months of hire). ICS 400 – Advanced Incident Command System (must be obtained within one year of hire). Florida Associate Emergency Manager (FAEM) certification (must be obtained within eighteen months of hire). Knowledge and Skills Emergency preparedness programs and operations plans, and professional standards of the emergency management industry. Comprehensive Emergency Management Plans (CEMP), Local Mitigation Strategy Comprehensive Planning Guide (CPG) 101, and Emergency Support Function plans. Mapping data to produce mitigation, response, and recovery operation plans. National Incident Management System (NIMS), emergency preparedness, response practices, and protocols, COOP and COG practices. Objectives of emergency management functions and service needs for a demographically diverse community. Project management and organizational skills. Proficiency in Microsoft Word, Excel, and Outlook. Ability to establish and maintain effective relationships with internal and external partners. Capacity to manage multiple projects simultaneously and meet guidelines. Competence to work efficiently under varying and possibly emergency conditions. Ability to remain calm under extreme emergency work situations. Excellent oral and written communication skills. Reliable full‑time attendance. Proficient in speaking, reading, and writing English. Strong interpersonal and communication skills for public interaction. Physical Requirements and Environmental Conditions Work is primarily indoors but may require exposure to outdoor weather, field conditions, warehouses, or garages. The role may involve harsh noise, odors, heights, dust, and the use of personal protective equipment. Tasks include stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity, kneeling, reaching, pushing, speaking, standing, climbing, finger movement, and repetitive motions. Frequent lifting of 25–50 lb, occasionally up to 100 lb, may be required. The position may also involve deployment to austere conditions, working late nights, early mornings, and weekends. Special Requirements May deploy to austere conditions to assist with natural disasters. Availability for late nights, early mornings, and weekends. Work Location This position is based at a county worksite but may be eligible for telework within the State of Florida, at the sole discretion of Bay County BOCC. #J-18808-Ljbffr
