Position: Developmental Disabilities Program Administrator Department: Developmental Disabilities Services Salary: $5,796.53 - $7,555.29 per month (depending on experience) General Position Summary Provides support and supervision to Services Coordination staff. Ensures individualized supports and services through strong supervision, leadership, guidance, and evaluation; observes, coaches, and trains staff on various services coordination skills; provides oversight of legal and ethical practice; manages case load assignments, provides performance reviews, and conducts disciplinary actions. Implements systems to ensure that services coordination meets State and Federal requirements outlined in OARs. Member of the Departments Executive Leadership Team, tasked with building quality services through services coordination. Essential Functions The following may not be all inclusive and other duties may be assigned. Directly supervises all KCDDS Services Coordinator Supervisors; indirectly supervises all KCDDS Services Coordinators. Acts as the primary trainer of KCDDS Services Coordinators. Responsible for the creation and development of training materials and coordination of all training for the KCDDS Services Coordination team. Leads the KCDDS Services Coordination Team. Responsible for the coordination of monthly meetings and trainings for the Services Coordination team, with support from KCDDS Services Coordinator Supervisors. Maintains thorough knowledge of applicable laws, rules, policies, contracts, transmittals, and any other relevant standards or regulations related to supporting individuals with intellectual and developmental disabilities. Responsible for the assignment of Services Coordinators to individuals receiving supports and services through KCDDS, with support from KCDDS Services Coordinator Supervisors. Performs spot audits/monitoring of individual electronic charts, Individual Support Plans (ISPs) and supporting documentation, and services coordination notes. In conjunction with Quality Assurance, reviews documents and services coordination notes for person centeredness, compliance with OARs, and overall quality. Collaborates with Executive Leadership in the development and maintenance of KCCDS policies and procedures. Responsible for the assurance that all policies and procedures that relate to Services Coordination are in compliance with, and reflect the most current, Oregon Administrative Rules (OARs) and ODDS policies, worker guides, and transmittals. Assists in problem solving with community partners around individual concerns. Supervisory Responsibilities Directly supervises employees who serve as Supervisors in Services Coordination. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. KNOWLEDGE OF:
Bachelor's degree in behavioral science, social science, or a closely related field and two years of developmental disabilities case management related experience; or Bachelor’s degree in any field and four years of developmental disabilities case management related experience; or Associate’s degree in behavioral science, social science, or a closely related field and six years of developmental disabilities case management related experience. The public service system for intellectual and developmental disabilities services in Oregon. Klamath County community agencies and resources. Mandatory reporting requirements and the appropriate levels of information to be shared. Confidentiality rules, especially those specific to program area. Klamath County policies and procedures. Intellectual and Developmental Disabilities system and the differences between all service elements. Federal, state, and county laws, codes, rules, policies, and regulations governing ID/DD services. Staff supervision, leadership, and motivation. Oregon Department of Human Services electronic programs and other ID/DD services software. Customer service and community outreach. Applicable federal, state and local compliance laws and statutes. Data collection and analysis, and research methodologies. Application and interpretation of federal, state, and local rules, regulations, codes, and ordinances as they relate to ID/DD services. Supervisory and management principles and practices. Practices, principles, and techniques of public administration and the organizational structures and functions of governmental entities and agencies. Develops and implements systems to facilitate the efficiency/effectiveness of case management programs and services. Supports Service Coordinators in solving support concerns with individual’s team as needed. Structures individual supervision and support of staff. Utilizes information from training and feedback from Quality Assurance and KCDDS Executive Leadership to guide professional development and training opportunities for staff. Executive Leadership Team member, representing the services coordination team and its overall needs.SKILL IN:

Following directions and interacting in a professional manner. Working within a team and collaborating with multiple team members. Establishing and maintaining effective working relationships with staff, professional agencies, and community members. Perform administrative tasks, including documenting via electronic case management record systems. Prepare complete individual service and progress records, and reports in a timely manner. Exercise initiative, be proactive, and provide supervision in a crisis to ensure agency oversight of actions taken. Operate in the Microsoft Office environment, database management and record keeping programs and perform documentation via electronic medical record system. Attend work as scheduled and/or required. Work Schedule The normal work schedule is 40 hours per week; exact schedules is assigned in conjunction with the DD Director. It is the attendance standard of the employer that all employees be present and on time each shift they are scheduled to work. Full or partial absence during any scheduled shift, arriving late, or leaving early, for whatever reason, may result in disciplinary action up to and including termination of employment. Time off may be approved if allowed by applicable policies covering illness, injury, or other personal emergency.$5,796.53 - $7,555.29 per month
