EO Solutions is a rapidly growing aerospace and defense company focused on advancing capabilities in Space Domain Awareness and Directed Energy Systems. Our teams work across Hawaii, Nevada, Alabama, and remote locations to solve critical national security challenges with innovative, mission-focused technologies. We are seeking a highly strategic and experienced Director of Contracts & Procurement to join our corporate division. This position will lead the company's overarching contracts, procurement, and pricing strategies and manage the administration of our full portfolio of contracts.

The Director of Contracts & Procurement is a critical leadership role responsible for comprehensive oversight of EO Solutions' Contracts and Procurement functions. This individual will execute the full range of day-to-day contract actions across all contract types and vehicles, while also serving as the senior leader for the company's Subcontracting and Buying functions — directly managing the Subcontracts Administrator, Procurement Operations Lead, and Buyers. This role demands an expert in government contracting who can champion corporate regulatory compliance, optimize procurement processes, and ensure flawless execution of complex proposals. The ideal candidate will bring extensive experience navigating and administering major federal acquisition vehicles alongside strong compliance, pricing, and negotiation expertise. As EO Solutions' contract volume grows, this role offers the opportunity to build and lead a team of Contract Administrators, with the Director shaping that team's structure and growth.

Key Responsibilities

Leadership & Strategic Oversight

• Lead and direct all activities across EO Solutions' Contracts and Procurement functions.
• Standardize and optimize processes for procuring direct-charge services and materials across all corporate divisions.
• Provide internal corporate contracts legal and governance oversight.

Supervisory & Team Leadership

• Provide direct management and strategic direction to the Subcontracts Administrator and the Procurement Operations Lead; maintain senior-level oversight of the Buyer team through the Procurement Operations Lead.
• Manage personnel actions — including interviewing, hiring, performance evaluations, mentorship, and career development — for the Subcontracts Administrator and Procurement Operations Lead, and partner with the Procurement Operations Lead on personnel decisions for the Buyer team.
• Lead onboarding and compliance education for Contracts and Procurement hires.
• Ensure optimal workload distribution, delegate high-priority assignments, and maintain adequate staffing levels to support seamless contract execution and proposal development.

Contract Administration & Vehicle Management

• Serve as EO Solutions' dedicated Contracts professional, personally owning and administering the contract portfolio across the full range of contract vehicles and cost types, including IDIQs, single- and multi-award Task Orders, Other Transaction Agreements (OTAs), Blanket Purchase Agreements (BPAs), GSA Schedules/GWACs, and FFP, CPFF, and T&M contract types.
• Draft, review, and negotiate complex contractual documents, including Prime Contracts, Subcontracts, Teaming Agreements, Non-Disclosure Agreements, and Consulting Agreements.
• Oversee the full lifecycle of subcontract administration — solicitation, source selection, award, administration, and closeout of subcontracts and purchase orders — ensuring compliance with FAR/DFARS flow-down requirements.
• Oversee subcontractor pipeline management, including issuing funding documents, verifying labor category qualifications, and overseeing monthly deliverables.

Compliance & Regulatory Affairs

• Maintain strict company-wide regulatory and legal compliance with FAR, DFARS, and ISO standards.
• Lead EO Solutions' Export Compliance program company-wide, including submission of licenses to the U.S. Department of State and Department of Commerce.
• Develop, implement, and monitor Export Policy & Procedures, including facilitating new-hire training and tracking export activities.
• Proactively identify contract, procurement, and compliance risk — including Organizational Conflicts of Interest (OCI) — and implement corrective and mitigation strategies.

Proposal Development & Pricing Strategy

• Partner closely with Business Development and program leadership to develop and submit fully compliant proposals.
• Ensure all proposals are accurately priced and that all required contractual documentation is submitted exactly as mandated by the RFP.
• Provide robust Cost Volume proposal support, including labor category mapping, utilizing salary survey data, conducting price build-ups, and creating cost narratives.
• Oversee the preparation of RFPs for distribution to subcontractors and support cost proposal negotiations.

Procurement & Subcontract Management Oversight

• Set strategy and direction for day-to-day buying operations led by the Procurement Operations Lead and executed by the Buyers, ensuring timely, compliant, and cost-effective procurement of materials, supplies, and services.
• Ensure EO Solutions' purchasing system policies and procedures are maintained, followed, and continuously improved, supporting audit readiness (including Contractor Purchasing System Review (CPSR) readiness) and compliance with applicable government socioeconomic and small business subcontracting requirements.
• Ensure the Subcontracts Administrator, Procurement Operations Lead, and Buyers build and maintain strong, compliant relationships with subcontractors, vendors, and suppliers; provide guidance and oversight on sourcing strategy, price/cost analysis, and negotiation approach.
• Ensure effective alignment between the Subcontracts Administrator, the Procurement Operations Lead/Buyers, and Program Management, Finance, and Contracts.

Basic Qualifications

• US Citizenship required.
• Ability to travel: CONUS; Approximately 15–20%
• Education: Bachelor's degree in Business Administration, Management, Finance, Contract Management, or a closely related field.
• Ability to obtain and maintain a DoD Secret Clearance required.
• Experience: 10 to 15+ years of progressive leadership experience in government contracts, subcontracts, and procurement within the defense sector, including demonstrated success operating independently in a hands-on contracts capacity as well as leading and managing personnel. Minimum of 5 years of direct supervisory experience.
• Direct experience managing and administering prime contracts and subcontracts across major government-wide or agency-specific contract vehicles.
• Working knowledge of export control regulations (ITAR/EAR) and demonstrated ability to independently learn and manage a company's Export Compliance program; prior hands-on Export Compliance ownership is a plus but not required.
• Deep, demonstrable subject-matter expertise in federal acquisition regulations, particularly FAR, DFARS, and Contractor Purchasing System Review (CPSR).

Preferred Qualifications

• Active DoD Secret Clearance already in hand.
• Education: Master's degree in Business, Contract Management, Acquisition, Finance, or a related field.
• Certifications/Affiliations: NCMA certification (CPCM/CFCM/CCCM), CPSM/CPM, or DAWIA.
• Familiarity with Unanet (including Contracts and Procurement modules).
• Procurement and buying experience, including familiarity with standardized procurement process development.
• Experience developing and mentoring emerging supervisors or team leads.
