Position Summary
The Regional Operations Manager serves as the primary link between Corporate Leadership and assigned contract sites. This role provides operational oversight for approximately 8–12 contract locations and is responsible for maintaining a clear understanding of the operational, staffing, customer service, financial, safety, and performance status of each site.
This individual acts as the eyes and ears of Corporate Leadership in the field and must develop strong working relationships with Site Managers, government and commercial customer representatives, subcontractors, and internal stakeholders while maintaining independent oversight of site performance. Regular travel is required to investigate issues, conduct site visits, establish corrective actions, and ensure matters are followed through to resolution.
Primary Responsibilities – Contract and Site Oversight
· Provide corporate-level operational oversight for approximately 8–12 assigned contracts.
· Maintain regular communication with Site Managers and key site personnel.
· Understand the scope, staffing requirements, major deliverables, customer expectations, and current issues for each assigned contract.
· Review site operations to ensure contract requirements and company expectations are being met.
· Identify operational weaknesses, staffing concerns, customer complaints, and potential contract risks.
· Ensure Site Managers are addressing problems and completing required corrective actions.
· Verify that reported corrections have actually been resolved.
· Identify recurring problems that may require changes in staffing, procedures, training, equipment, subcontractors, or management.
Corporate Reporting
· Serve as the primary communication link between assigned sites and Corporate Leadership.
· Provide accurate written and verbal updates regarding contract performance.
· Report significant customer concerns, staffing problems, safety issues, deficiencies, and operational risks requiring corporate attention.
· Ensure Corporate Leadership is informed of significant issues before they become major customer or contract problems whenever possible.
· Escalate serious issues immediately when they may affect contract performance, customer relationships, safety, compliance, or company reputation.
Site Visits and Inspections
· Conduct routine and unannounced site visits as appropriate.
· Meet with Site Managers, employees, customers, subcontractors, and other stakeholders.
· Inspect site operations and verify that reported conditions match actual field conditions.
· Review staffing, work quality, documentation, equipment condition, safety practices, housekeeping, and overall site performance.
· Participate in customer meetings when operational or performance concerns exist.
· Develop written site visit reports identifying observations, deficiencies, responsible parties, and corrective actions.
· Follow up after visits to ensure deficiencies have been corrected.
Corrective Action and Problem Resolution
· Determine the facts surrounding identified issues and concerns.
· Coordinate with the Site Manager and appropriate corporate personnel.
· Meet with the customer when necessary.
· Develop a clear corrective action plan with responsible parties and completion dates.
· Monitor progress until the issue is resolved and verify completion rather than relying solely on verbal confirmation.
· Report final resolution to Corporate Leadership.
Customer Relationship Management
· Maintain professional relationships with government and commercial customer representatives.
· Attend customer meetings when requested or when operational concerns require corporate involvement.
· Work with Site Managers to resolve customer concerns before they escalate.
· Help Corporate Leadership understand customer satisfaction, contract risks, and opportunities at each location.
· Represent the company professionally during meetings, inspections, site visits, and performance discussions.
Site Management Support and Accountability
· Provide guidance and support to Site Managers without taking over their day-to-day responsibilities.
· Hold Site Managers accountable for contract performance, staffing, reporting, documentation, and customer service.
· Identify sites or teams that may require additional training or corporate support.
· Assist with developing corrective plans for underperforming locations.
· Recognize strong-performing sites and identify processes that can be replicated across other contracts.
· Help maintain consistent operational standards across all assigned locations.
Staffing and Personnel Oversight
· Monitor staffing levels and significant vacancies at assigned locations.
· Identify staffing shortages that may create contract performance risks.
· Work with Corporate Leadership and Human Resources when recruiting or personnel actions are required.
· Monitor employee turnover and recurring staffing concerns.
· Assist with leadership transitions and onboarding of new Site Managers when required.
Contract Performance
· Maintain awareness of major contract requirements, performance standards, deliverables, and customer expectations.
· Monitor deficiencies, cure notices, corrective actions, customer complaints, and other performance concerns.
· Coordinate with Corporate Leadership when contractual interpretation or formal customer responses are required.
· Help ensure documentation is available to support the company’s performance.
· Identify potential scope changes, additional work opportunities, or work requested outside the existing contract requirements and report them to Corporate Leadership.
Required Qualifications
· Minimum 5 years of operations, facilities management, contract management, construction, service management, government contracting, or similar management experience.
· Experience overseeing multiple locations, projects, contracts, or operational teams strongly preferred.
· Strong leadership, organization, analytical, and problem-solving abilities.
· Ability to independently investigate operational issues and determine the appropriate course of action.
· Strong written and verbal communication skills.
· Comfort communicating with senior company leadership and customer representatives.
· Ability to manage multiple contracts and priorities simultaneously.
· Ability to read and understand contract requirements, scopes of work, performance standards, reports, and operational documentation.
· Working knowledge of Microsoft Outlook, Word, Excel, Teams, SharePoint, and similar business systems.
· Valid driver’s license and ability to travel regularly.
Government Contracting Experience
· Experience working with federal, state, or local government contracts is strongly preferred.
· Knowledge of Performance Work Statements (PWS), Statements of Work (SOW), quality control requirements, contract deliverables, corrective action plans, government COR/customer relationships, subcontractor management, federal facility operations and maintenance, safety and regulatory compliance, and service contract staffing requirements is beneficial.
Travel Requirements
· Travel to assigned sites on a routine basis.
· Travel on short notice when significant operational or customer issues occur.
· Conduct both scheduled and unannounced site visits.
· Occasionally stay overnight depending on the location and circumstances.
· Travel could reasonably represent 25%–50% of the position, depending on site locations and operational needs.
Key Performance Expectations
· Keep Corporate Leadership informed of what is happening across assigned contracts.
· Identify problems before they become major contract issues.
· Maintain strong relationships between Corporate Leadership, Site Managers, and customers.
· Ensure deficiencies are corrected and properly documented.
· Improve accountability at individual contract sites.
· Reduce repeated customer complaints and unresolved deficiencies.
· Ensure Site Managers receive the support and direction needed to perform successfully.
· Maintain accurate and timely reporting.
· Visit sites frequently enough to independently understand actual field conditions.
· Protect the company’s customer relationships, contract performance, and reputation.
Ideal Candidate
· The ideal candidate can quickly assess site conditions, communicate effectively with site leadership, employees, and customers, identify where problems exist, and provide Corporate Leadership with an accurate and objective assessment.
· This individual must be willing to ask difficult questions, independently verify conditions, establish accountability, and stay engaged until problems are resolved.
· The successful candidate will be organized, professional, confident, fair, and comfortable working with limited supervision.
· Most importantly, this individual must understand that their responsibility is to protect contract performance and give Corporate Leadership an accurate picture of what is actually occurring in the field.
