Collaborates with internal stakeholders to determine staffing requirements and contributes to the strategic planning and execution of construction and planning projects.Job Description:The Capital Programs Management Group (CPMG), under Facilities Development and Management (FDM), seeks an Assistant Director to lead ASU's Project Turnover and Building Performance Program. Reporting to the Director of CPMG, this position is responsible for establishing and managing the processes, standards, and personnel that ensure successful project turnover from construction to operations.The Assistant Director provides leadership and oversight for commissioning, quality assurance, and quality control (QA/QC), project closeout, warranty management, turnover readiness, and LEED certification activities across ASU's capital construction portfolio. This position serves as the primary liaison between Capital Programs and Facilities Management Operations to ensure that new and renovated facilities are delivered in accordance with project requirements, operational expectations, sustainability goals, and university standards.The Assistant Director supervises the Commissioning Manager and future QA/QC, Warranty, and LEED personnel and collaborates closely with Project Managers, Design Managers, contractors, consultants, operations personnel, and university stakeholders throughout project delivery and occupancy.This position supports ASU's commitment to operational excellence, sustainability, and customer satisfaction by ensuring capital projects are constructed to the highest quality standards, properly commissioned, fully documented, successfully certified, and seamlessly transitioned to Facilities Management. Through oversight of quality assurance, commissioning, turnover readiness, warranty management, and LEED certification, this position helps ensure facilities perform as intended throughout their lifecycle while supporting long-term operation, maintenance, and stewardship.Essential DutiesKey Responsibilities:Leadership & Program ManagementProvide leadership, supervision, mentorship, and performance management for the Project Turnover Team.Establish and implement university standards, procedures, and best practices related to project turnover, commissioning, QA/QC, warranty administration, and the LEED certification process.Develop strategic goals, performance metrics, dashboards, and reporting tools to evaluate turnover readiness and project performance.Collaborate with Project Managers, Design Managers, Facilities Management, and university stakeholders to ensure successful project delivery and occupancy.Commissioning OversightDirect and oversee commissioning activities on capital construction projects.Manage commissioning consultants and review commissioning plans, reports, testing procedures, and final documentation.Ensure building systems are properly tested, validated, and functioning in accordance with project requirements prior to occupancy.Monitor commissioning schedules and coordinate integration with project delivery milestones.Establish and maintain commissioning standards and procedures that incorporate the Owner's Project Requirements (OPR), Basis of Design (BOD), Integrated Systems Testing (IST), Building Automation Systems (BAS), Division 25 systems integration, controls sequences, analytics readiness, and operational acceptance criteria to ensure successful building performance and turnover.Project Turnover & CloseoutLead project turnover planning and execution for capital construction projects.Ensure completion and acceptance of all turnover documentation including O&M manuals, training records, as-built drawings, warranties, spare parts inventories, and asset information.Coordinate project handoff activities between project teams and Facilities Management Operations.Develop turnover readiness criteria and monitor compliance.Identify and resolve turnover-related risks that could impact occupancy or operational readiness.Quality Assurance / Quality ControlDevelop and administer QA/QC programs for capital projects.Conduct quality audits, field reviews, inspections, and assessments.Monitor contractor compliance with contract requirements, construction standards, and university expectations.Identify deficiencies and coordinate corrective action plans with project teams and contractors.Maintain documentation and reporting related to quality performance.Warranty ManagementEstablish and maintain the university's construction warranty program.Coordinate warranty claims, corrective actions, and contractor responses during warranty periods.Track warranty expiration dates and unresolved issues.Serve as the primary liaison between Facilities Management Operations and project teams regarding warranty-related concerns.Monitor contractor performance and ensure timely resolution of warranty obligations.LEED and Sustainability CertificationOversee LEED certification efforts for capital projects.Coordinate documentation requirements, certification submissions, and consultant activities.Collaborate with sustainability stakeholders to ensure compliance with university sustainability objectives.Monitor project performance related to sustainability, energy efficiency, and environmental stewardship.Maintain records of certification achievements and sustainability metrics.Communication & ReportingPrepare reports, presentations, and executive summaries for university leadership.Represent CPMG and FDM on committees, task forces, and stakeholder meetings.Facilitate communication between project teams, consultants, contractors, and university departments.Support development of policies and procedures related to project delivery and operational readiness.Operational Readiness & Building PerformanceOPR compliance and verificationOperational acceptance criteriaBuilding performance metricsAsset information managementFacility data standardsProject Haystack implementation and data qualityAnalytics and fault detection readinessBAS, FMS, EIS, and enterprise integration readinessPost-occupancy evaluationsContinuous commissioning initiativesLessons learned and continuous improvementDAYS and SCHEDULE: Monday-Friday, 8:00am - 5:00pmThis position is based at ASU’s Tempe campus and may require working from other campuses depending on operational needs.Salary Range:$100,000 to $110,000 per year, commensurate experience and education.
