Payroll Supervisor

Under the direction of the Controller, the Payroll Supervisor is responsible for ensuring accurate and timely processing of payroll for all district employees and ensuring compliance with applicable laws and regulations.

Essential duties include supervising and coordinating all aspects of the payroll process ensuring compliance with state and federal laws, district collective bargaining agreements, policies, and regulations. The Payroll Supervisor works closely with the human resources department to ensure all employee information has been set up in the payroll system correctly. They create, balance, and upload biweekly and annual retirement reports for TRA and PERA. The role also involves completing year-end payroll reporting functions including W2 statements ensuring accuracy and accountability. Additionally, the Payroll Supervisor prepares and files quarterly state and federal payroll tax returns and resolves questions and concerns on payroll related matters from employees and outside agencies.

Other duties include working collaboratively with human resources department staff to calculate payroll changes related to lane changes, leaves of absences, workers compensation claims, or other similar payroll changes. They are responsible for implementing payroll related IRS regulations and changes, ensuring compliance with child support agencies, Internal Revenue Services, and courts regarding payroll wage assignments and levies, and monitoring schedules, and preparing withholding requirements for wage garnishments, attachments, and levies.

The Payroll Supervisor calculates retro payments to employees after contract settlements are complete, works closely with the benefits staff to maintain appropriate records and ensure benefit deductions are accurate, and recommends contract language changes that directly impact payroll procedures and methods. They recommend and implement improvements and enhancements to payroll systems and processes, coordinate with other stakeholders to ensure all human resource functions from hiring, retirement, resignations, lane changes and leaves flow in a timely manner to the payroll department for processing, and maintain the confidentiality of privileged information and comply with all requirements of the Minnesota Government Data Practices Act.

The Payroll Supervisor organizes and manages a functional filing system that ensures the safe retention and efficient retrieval of office records in accordance with established state and federal laws.
