Job Title Construction Manager/Electrical Engineer (CM-EE) Location VA Medical Center in West Haven CT located at 950 Campbell Avenue West Haven, CT 06516 Project Name CM Services at West Haven, CT VAMC Client Veterans Affairs Pay Range $100,000 - $140,000k/year plus benefits Anticipated Start Date July/August 2026 Project Duration 3 years Project Details Support the construction program upgrades for the VA Medical Center in West Haven CT – 950 Campbell Avenue West Haven, CT. All CM personnel will assist with the Surgical and Clinical Tower – Phase A1 and A2 Project’s through the Senior Resident Engineers office in performing monitoring and inspection of construction for compliance with contract requirements. Daily Responsibilities The government requires a Construction Manager / Mechanical Engineer (CM-ME) to provide construction management support, with the Surgical and Clinical Tower – Phase A1 and A2 Project’s, through the Senior Resident Engineers office, in performing monitoring and inspection of construction for compliance with contract requirements. Tasks shall include constructability reviews, monitoring/inspecting, reporting, data entry, proposals review, and coordination efforts as required to support CFM’s mission. Shift work will be required to provide office coverage of construction work at the site. The Construction Manager / Mechanical Engineer (CM-ME) shall be required to perform services including, but not limited to, the following (in no particular order) Coordination of submittal reviews and management of submittal process – Ensure General Contractor is meeting specification requirements for submittals. Ensure a submittal review and management process is established by General Contractor. Monitor and support timely reviews by all stakeholders. Expeditiously analyze any shop and working drawings and advise A/Es on availability of labor and materials. Monitoring Project Financial Data and Budgetary Cost Accounting – Services may include monitoring and review budgetary cost accounting; administration of construction contract change orders; maintaining spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc., assist in the documentation of the administration of construction contract change orders (preparing cost estimates, reviewing cost proposal, preparing change order packages for the Contracting Officer). Construction Phase Scheduling – Services may include preparing and maintaining daily diaries for project activities noting events affecting construction. Maintain a current project schedule, coordinate with general contractor and compare project progress against Contractor (CM) schedule and general contractor’s schedule. Contractor (CM) shall address all schedule slippages to the Resident Engineer and make recommendations for adjustments in the project. Progress Meetings – Conduct or attend weekly or bi‑weekly project meetings to review and monitor projects and project schedules review of construction contractor payment requirements (including preparation of necessary forms for payment processing by VA). Assisting in Issue Resolution – Contractor shall keep thorough records of occurrences, contracts, and other construction related matters of the project in order to assist the VA in conflict resolution. Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly. Testing and Inspection Services – The Contractor may be tasked to monitor the services of an independent testing agency/laboratory to perform project specific quality control testing and inspection services. The services may include, but are not limited to, testing/inspection of soils, concrete, precast concrete connections, steel, steel decking, applied fireproofing, roofing, curtain walls/glazing, and elevator installations. Commissioning – These services may include, but are not limited to, providing professional and technical expertise for start‑up, calibration, and/or certification of a facility or operating systems within the facility. Commissioning services may require start‑up planning, forecasting start‑up duration, estimating start‑up costs, determining start‑up objectives, organizing start‑up teams and team assignments, testing building system components, conducting performance tests, obtaining O&M material, plus conducting, scheduling and/or supervising O&M training. Performing Additional Construction Related Services – Services may include but not limited to; Maintaining marked up sets of project plans and specifications for future as‑built drawings; performing routine inspections of construction as work proceeds, taking action to identify work that does not conform to the contract requirement, and notifying the VA and general contractor when work requires correction; compiling, thorough site inspections, lists of defects and omissions related to the work performed and providing these list to the contractor for correction; monitoring project financial data and budgetary cost accounting; assisting in relocation efforts; administration of construction contract change orders (preparing cost estimates, reviewing cost proposal); Submittal Review; Request for Information Review and Responses; Daily Logs of Activity; coordination of Owner supplied equipment; Operational and Maintenance data; Closeout Submittals and other services as may be required by the VA. Required Qualifications The Construction Manager / Mechanical Engineer (CM-ME) shall possess a degree in Engineering or related field from an accredited institution of higher learning. Must have a minimum of 5 years’ experience practicing mechanical engineering (10 years’ experience strongly preferred) and 5 years’ experience inspecting electrical construction. Knowledge of all aspects of commercial mechanical construction including but not limited to underground mechanical installation, medical gas systems, domestic water systems, chilled water systems, and steam systems. Knowledge of low Heating Ventilation and Air Conditioning (HVAC) systems, testing and balancing, operations, sheet metal duct systems and control systems including direct digital controls. Knowledge of conveying systems including electric dumbwaiters and materials lifts, electric traction elevators, hydraulic elevators, pneumatic tube systems, and uniform dispensing equipment. It is preferred that the CM-ME have knowledge of mechanical design and installation for specialized medical and laboratory equipment including but not limited to MRI, PET, CT, audiometric booths, fume hoods, biological safety cabinets, and sterilization equipment. Ability to provide cost estimates and take‑offs for the structural contract modifications. Ability to determine compliance of workmanship, materials, equipment and installed work with contract requirements and industry standards. Working knowledge and understanding of building, safety, and environmental codes. Working knowledge of environmental, civil, safety, architectural and structural fields. Ability to utilize a variety of software programs to monitor, update, and produce work products by applying knowledge of computer literacy.
