Financial and Grant Compliance Analyst

Description The Financial and Grant Compliance Analyst is responsible for ensuring that grant-funded activities comply with applicable federal, state, Tribal and funding-agency regulations. This position serves as a critical safeguard for Tribal assets by conducting compliance monitoring, evaluating internal controls, supporting audit readiness, and providing advanced regulatory guidance to promote accountability, transparency, and fiscal compliance across tribal programs and departments.
ESSENTIAL DUTIES
Level I Prepare formal written reports outlining findings, risk assessments, and required corrective actions. Exercise the highest level of confidentiality, ethical judgment, and professional discretion. Ensure organizational alignment with GAAP, OMB Uniform Guidance (2 CFR Part 200), and other regulatory frameworks governing financial management. Design, propose, and evaluate internal controls to mitigate fraud, waste, and abuse across Tribal departments. Monitor federal, state, and Tribal grant agreements to ensure full adherence to statutory, fiscal, and administrative requirements. Track allowable costs, indirect cost applications, match/cost-share requirements, and reporting milestones. Conduct periodic compliance reviews of grant-funded programs, subrecipients, and contractors. Serve as liaison between the Finance Department, Grants Department, and department directors and managers whose programs utilize grants to provide financial data and compliance analysis that supports program performance, outcomes, and reporting. Level II Performs all duties of Level I, plus: Collaborate with the Grants team to prepare and submit financial reports, reimbursement requests, budget amendments, and closeout records. Maintain audit-ready documentation supporting expenditures, procurement actions, sub-awards, time and effort certifications, and financial reconciliations. Audit & Training Level I and II Develop, revise, and institutionalize compliance manuals, standard operating procedures (SOPs), and internal policies. Deliver structured training sessions to program managers, finance staff, and subrecipients on compliance obligations, risk mitigation, and best practices. Partner with Finance, Legal, HR, and General Resources Program teams to promote cross-departmental alignment of compliance efforts.ADDITIONAL DUTIES

Ability to perform effectively in high-pressure and time-sensitive environments. Ability to interpret, apply, and operationalize Tribal policies as they relate to essential job functions. Working knowledge of GASB, OMB Uniform Guidance (2 CFR 200), the Single Audit Act, and fund accounting principles.EDUCATION & EXPERIENCE
Education Required: Level I Bachelor’s degree in accounting, finance, public administration or a related field. Level II Master’s degree in accounting, finance, business administration, or related field. Experience: Level I Minimum of five (5) years of progressively responsible experience in financial compliance, grant compliance, auditing, or related financial operations, including experience with federal awards. Experience with Tribal governments, nonprofit organizations, or public sector agencies is preferred. Level II Minimum of seven (7) years of progressively responsible experience in financial compliance, grant compliance, auditing, or related financial operations, including experience with federal awards. Other Requirements Must be able to pass a thorough pre-employment background investigation. Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening. Tribal Preference The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals. Additional Information This is a full-time hourly position and employment is at-will. Compensation will be determined based on experience and starts at $102,922.18 per year for level 1, and $117,845.88 per year for level 2. Location Snoqualmie, WA Benefits First of the month following date of hire - competitive medical, dental, vision, life, and disability insurance benefits for all regular full-time employees. Paid Holidays - Up to 18 paid holidays are offered every calendar year, which includes the workdays between Christmas Eve and New Year’s Day.
