POSITION SUMMARY

Police Officers work under the general direction of a shift sergeant or other superior officers to ensure effective and consistent enforcement of rules/regulations, policies and procedures, city ordinances, and all state and federal laws pertaining to operations and activities within the jurisdiction of the City of Rogers. Officers perform law enforcement duties to protect life, property, and the civil rights of all individuals.

Police Officers must investigate accidents and crimes, arrest suspects, use common sense, and assist citizens in emergencies. General duties include, but are not limited to, traffic enforcement, patrol and general law enforcement duties, community relations, crime prevention, record keeping, and accurate report writing.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Officers must interact courteously and constructively with citizens to enforce the law while offering problem-solving assistance to address community issues.

• Officers must possess and display an attitude that reflects integrity, dedication, and conscientiousness

• Officers must exhibit a positive attitude, provide leadership in difficult and often highly emotional situations, and set an example to others

• Every officer must avoid behaviors and acts that might be construed as compromisingone’s integrity

• Responds to police calls and/or emergencies as directed.

• Officers assist in the development and implementation of rules, regulations, policies, and procedures for the department

• Perform administrative and non-patrol activities

• Deters and detects unlawful activities through effective police work. Including patrolling assigned areas, checking for suspicious activities, and actively seeking wanted persons or property

• Responds to and effectively handles police calls for assistance

• Properly investigates complaints, maintains order in disputes

• Officers are required to maintain confidentiality as required by state and federal statutes

• Responds to and handles medical and police emergencies.

• Officers must be able to provide emergency rescue, extrication, and medical care as necessary

• Provide support to Fire Department personnel as necessary and as directed by supervisors

• Apprehends violators.

• Performs investigation work, including the identification and gathering of evidence; interviewing victims, suspects, and witnesses; and performing follow-up investigations on related leads

• Officers make arrests and process suspects, document and process evidence, and testify as witnesses in criminal and civil court proceedings

• Officers may serve subpoenas and execute search warrants as directed

• Monitors and ensures the proper flow of traffic

• Directs traffic as needed, reports hazardous conditions, gives warnings, and issues citations

• Enforces parking ordinances, reports abandoned or damaged vehicles, and assists stranded motorists

• Investigates and prepares various detailed police reports as directed by policy

• Officers are required to gather all necessary information/evidence and complete routine paperwork in a timely fashion

• Officers must maintain effective communication skills and demonstrate effective community interaction. Duties may include answering questions, providing prompt assistance as needed, and participating in public relations activities as directed

• Officers may be required to construct and present to civic groups and citizens on a variety of law enforcement topics

• Participates in crime prevention, neighborhood watch, and security programs for the department and community

• Inspects homes and assists in the vacation watch program

• Improves and maintains individual police skills, including physical conditioning

• Officers must remain current in their knowledge of technological advancements, developments in police operations, and changes in related laws and ordinances

• Officers must participate in regular and mandated department training

• Ensures proper maintenance and safe operation of assigned vehicles and equipment

• Officers shall inspect department equipment, reporting damaged, lost, or improperly operating equipment to an immediate supervisor

• Keeps the superior officer advised of developments and performs other related work as assignments as apparent or assigned

COMMON PERFORMANCE STANDARDS

• Working knowledge of city ordinances and state and federal laws, including rules of evidence

• Technical knowledge and ability to perform standard operating procedures are required in daily law enforcement operations

• Ability to effectively resolve disputes and similar problems through verbal and non-verbal communication

• Ability to communicate ideas and explanations clearly in English, both in oral and written forms

• Ability to adapt and react quickly to reasonable change and changing circumstances

• Ability to work professionally with other employees and to deal with the public in a friendly, confident, and tactful manner

• Ability to evaluate situations, innovate, improvise as necessary, and to adapt in a timely fashion

• Ability to make arrests if an offender is resisting

• Ability to administer emergency care

WORK ENVIRONMENT

• Employees will be required to do sustained physical work in all types of weather

• Work around mechanical, chemical, and electrical hazards

• Work in noisy environments

PHYSICAL REQUIREMENTS

• Ability to be cardiovascularly fit for rapid stair climbing and other situational needs

• Ability to assist in caring for and lifting a stretcher with a person

• Ability to move around with 30 pounds of weighted gear and a variety of weighted equipment, or an injured person

• Ability to kneel/crouch balanced without support

• Ability to crawl about on hands and knees with weight on your back

• Ability to push/pull objects using total body movements

• Ability to walk long distances

• Ability to hear within the normal hearing range and possess the ability to comprehend and process information to follow directions

• Ability to have good visual acuity, 20/20 in each eye or correctable

• Ability to utilize the sense of smell to assist with job-related duties

• Ability to work effectively under stress/pressure - Exhibits command presence

• Ability to sit and stand for long periods of time

• Ability to chase suspects on foot over all types of ground conditions and over fences/walls

• Ability to have good grip strength to handle equipment, weapons, and suspects

• Ability to drive a squad car at normal and high speeds

• Ability to balance oneself while handling weighted equipment

• Ability to lift or carry equipment from the floor to overhead

• May occasionally engage in physical confrontations

MINIMUM REQUIREMENTS

• Minimum two-year college degree in Criminal Justice or a related Police Science field

• First responder certification

• Must be at least 21 years of age

• Must meet all state-mandated requirements and local policies, such as a physical examination and criminal background check

• Must have or be able to attain a valid Minnesota Driver's License or be eligible to be licensed in the State of Minnesota

• Must be Minnesota P.O.S.T. Board licensed, or eligible to be licensed, by July 31, 2025

DESIRABLE TRAINING AND EXPERIENCE

• Experience as a law enforcement officer

• Bachelor’s Degree in Law Enforcement or related field
