Temporary Senior Management Analyst

Job Summary Temporary Senior Management Analyst position available through December 31 2026, providing complex analytical work, policy development, and project management for the City of Kirkland’s Parks & Community Services – Administrative Director office. Responsibilities include analyzing policy and budgetary issues, managing major contracts, drafting official documents, supporting the City Manager and Council, and leading intergovernmental task forces. Responsibilities Provide complex analytical assistance to executive-level staff in resolving issues and developing policy, including reviews, analyses, and recommendations. Act as project manager for specified programs, facilitating policy and procedure development, analyzing financial and staff resources, and tracking progress. Draft, review, and coordinate approval of written documents such as staff reports, motions, contracts, ordinances, resolutions, and grants. Support the City Manager in City Council packet review and approval, providing non‑management review and revision of packet documents. Contribute to development and administration of the annual City budget, forecasting funding needs, and approving expenditures for assigned programs and contracts. Represent the City on inter‑jurisdictional and regional work groups and task forces, serving as a professional resource to various organizations. Oversee contractual services, negotiate scopes of services, monitor compliance, review invoices, evaluate performance, and terminate or close contracts as necessary. Develop Requests for Proposals and Requests for Information for professional services contracts, coordinate award recommendations, and oversee contract execution. Serve as trainer for departmental procedures and systems, facilitate project and staff meetings. Write, edit, and proof wide variety of communications and information materials including website content, newsletters, brochures, press releases, and handouts. Participate in development of policy guidelines, decisions, program work plans, goals, and objectives. Additional Responsibilities Perform functions as assigned in the City’s emergency response plan. Represent the department at meetings and conferences as assigned. Perform related duties and responsibilities as required. Knowledge, Skills, and Abilities Knowledge of project management principles, data analysis, and evaluation. Knowledge of public administration and local government procedures. Ability to work effectively in an organization promoting equity and anti‑racism. Ability to perform highly responsible program or budgetary analysis and present data in clear, concise reports. Ability to develop high‑political‑profile policy guidelines and decisions. Knowledge of contract preparation, negotiation, and administration. Ability to communicate clearly and concisely, orally and in writing, including business letter writing and presentation delivery. Ability to establish effective working relationships with stakeholders. Knowledge of local budget preparation and administration principles. Ability to evaluate bids and award contracts. Knowledge of applicable technology and software applications. Knowledge of federal, state, and local codes, laws, and regulations. Ability to operate office equipment including computers and supporting word processing and spreadsheet applications. Qualifications Minimum Qualifications: Bachelor’s degree in business administration, public administration, economics, or related field, with major coursework. Five years of increasingly responsible public sector administrative, financial, and analytical work experience, or equivalent education and experience. Licenses and Other Requirements: Valid Washington State Driver’s license and insurability under City insurance for motor vehicle operation. Master’s degree in public administration or business administration is desirable. Physical Demands and Working Environment Office environment with occasional travel between sites.
