Mental Health Program Manager

Position Open Until Positions Are Filled*** The Contra Costa Health Services Behavioral Health Division, in partnership with consumers, families, staff and community-based agencies, provides welcoming and integrated services for mental health, substance abuse, and other needs that promote wellness, recovery, and resiliency while respecting the complexity and diversity of the people we serve. Mental Health Program Manager Positions Three Mental Health Program Manager positions are available. Responsibilities vary by program focus: Housing Services & Continuum Development Manager: Oversees administrative operations for Housing Support Services, manages contract management for housing resources, secures state and federal infrastructure grants, coordinates facility maintenance, leads grant writing and grant management, manages revenue, and provides subject matter expertise on the Behavioral Health Service Act Housing Component. Adult System of Care Manager: Manages program planning, development, implementation, clinical contract monitoring, and contractor support for the Adult System of Care. Duties include program evaluation, training, policy development, meetings facilitation and staff supervision. BHSA Program Manager: Oversees the annual BHSA Community Program Planning Process, conducts data analysis from surveys and evaluations, prepares the annual BHSA 3‑Year Plan/Annual Update Report, attends statewide meetings, coordinates BHSA Innovation projects, ensures timely completion of Department of Health Care Services reporting, stays abreast of legislative updates, joins advisory council meetings, responds to community requests for BHSA presentations, and supervises staff. What You Will Typically Be Responsible For Auditing staff adherence to standard work and workflows. Providing performance feedback and ensuring understanding of workflows. Reporting on team compliance with workflows. Facilitating improvement and staff meetings, coaching staff individually. Hiring, training, onboarding new staff and maintaining personnel folders. Developing surveillance strategies for KPIs, program requirements and compliance metrics. Reviewing critical clinical practices for patient and staff safety. Coordinating program activities with sister agencies across systems. Minimum Qualifications License Required: Possession of a valid California Motor Vehicle Operator’s License. Out‑of‑state valid license accepted during application process. For positions requiring clinical supervision: a valid California Board of Behavioral Sciences license as LCSW, LMFT, LPCC, or a California Board of Psychology psychologist license. Education: Master’s degree from an accredited college or university with a major in psychology, social work, counseling, public administration, or a closely related field. Experience: Three (3) years of full‑time post‑licensure experience providing mental health services in a behavioral health program or agency, with at least one (1) year of supervisory experience. OR three (3) years of full‑time experience in mental health program administration, with at least one (1) year of administrative responsibility and staff supervision.
