Job Summary This position is located in the Department of Human Services (DHS), Family Services Administration (FSA). Youth Services Division. The mission of the D.C. Department of Human Services is to provide meaningful and equitable services, supports, and access to resources for District residents to realize their goals. The incumbent in this role is responsible for providing executive leadership in the management and oversight of youth services programs. This position assists in directing program activities, managing operational functions, and ensuring the effective delivery of youth services in compliance with applicable federal and District laws, regulations, and policies. About DHS Our approach to preventing homelessness and supporting individuals and/or families experiencing homelessness is focused both on systems-level reforms and on the quality of the programs and supports within that system. These efforts include creating economic opportunity, making our neighborhoods safer, and providing more effective and efficient government services. Duties And Responsibilities The Deputy Administrator, for Youth Services, Plans, directs, integrates, coordinates, administers, and monitors the Youth Services Program. Provides managerial leadership in setting and implementing policy within the framework of service delivery, including the delineation of scopes of services, allocation of resources, grant commitments, manpower needs, services priority, implementation strategies, and organizational structures to set service scopes, allocate resources, and organize operations. Applies analytical and evaluative theories, concepts, procedures, methods, standards, and practices to assess program effectiveness and the efficiency of operations. Develops and implements plans to ensure program compliance with local laws and alignment with agency performance measures. Establishes strong working relationships with executive and senior managers within Department of Human Services (DHS), and other DC government agencies, and Federal agencies to recommend and implement solutions to resolve problems and potential risks. Develops and implements program plans that include statements of philosophy, goals, objectives, definitions of standards of care and performance measures, uniform policies and procedures, systems of record management, clear allocation of responsibility for planning, coordinating and supervising care, systems for monitoring and assessing levels of service utilization, and systems for tracking the status of clients and the progress of programs. Qualifications And Education Degree: behavioral or social science; or related disciplines appropriate to the position; Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Licenses and Certifications None Working Conditions/Environment Work is primarily sedentary. Work is done in an office setting; however, incumbent may be required to make site visits to program offices. Other Significant Factors Tour of Duty: Monday-Friday, 8:15 a.m. - 4:45 p.m. Pay, Plan, Series & Grade: MS-0101-15 Promotion Potential: None. Collective Bargaining Unit: This position is not covered under a collective bargaining agreement. Duration of Appointment: Management Supervisory Service (MSS) - At-Will. MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause. Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure. Emergency Designation: This position has been designated as Emergency pursuant to Chapter 12 of DC Personnel Regulations. Residency Preference: When claiming residency preference, you are required and must agree in writing to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona fide Districts residency for the seven-year (7 year) period will result in forfeiture of employment.at Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
