ASSISTANT PUBLIC SERVICE DIRECTOR

TOWN OF ALTAVISTA

Dept/ Assistant Public Service Director/N/A FLSA Status: Exempt

General Definition of Work

Performs complex professional and administrative work planning, organizing, and directing the maintenance and operation of water and wastewater treatment plants, directing the installation, maintenance, and repair of water and sewer lines and appurtenances, coordinating work with other departments and the Public Services Director, maintaining records and files, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Public Services Director also administering the activities of the department including the construction, maintenance, and operation of storm drains, cemetery, streets, sidewalks, solid waste collection, fleet maintenance, and building and grounds maintenance, preparing and administering department budget, preparing and maintaining files and records, preparing reports, and related work as apparent or assigned. Departmental supervision is exercised over all personnel within the department.

Essential Functions

Plans, directs, administers, and supervises the installation, maintenance, and repair of water and sewer lines and pumping facilities, water and wastewater treatment plants, and related public utilities operations.

Ensures compliance with Federal, State, and local environmental laws; ensures compliance with permit requirements.

Prepares and administers department budget; reviews and codes invoices for department purchases; orders equipment and parts; approves contracts for large repairs; monitors expenditures.

Recruits and selects department personnel; assigns, directs, trains, and inspects the work of staff, rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.

Receives and responds to customer complaints; reviews, investigates, and resolves customer complaints.

Establishes scope of work and oversees the design and construction of water and sewer facilities; reviews plans and specifications for utilities projects, inspects work for compliance.

Makes field inspections of public utilities operations and projects to ascertain status.

Prepares and assists with preparation of bid specification for materials and capital equipment; evaluates contractor bids; recommends selection of contractors; monitors the work for compliance with contracts and invoice payment approval.

Reviews daily and monthly reports; reviews treatment plant problems; interprets data and provides direction regarding necessary adjustments to plant operations.

Prepares a variety of periodic and annual reports on department activities as requested.

Develops standards, policies, and operating procedures; recommends operational changes to the Public Services Director.

Assumes full management responsibility for all department services and activities in the absence of the Public Services Director’s absence including street maintenance and construction, central maintenance, engineering, traffic control, building maintenance utilities facilities water, wastewater, distribution and collections, and solid waste services; recommends and administers policies and procedures.

Directs the development and implementation of department goals, objectives, policies, and priorities for each assigned service area.

Establishes, within Town policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.

Plans, directs, and coordinates, through subordinate level supervisory and managerial personnel, work plans; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with management staff to identify and resolve problems.

Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.

Recruits and selects department personnel; assigns, directs, and inspects the work of staff; provides or coordinates staff training; disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules; recommends transfers, promotions, suspensions, terminations, and demotions.

Serves as the Town's resource for technical engineering expertise.

Oversees and participates in the development and administration of the department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.

Assesses and monitors the Town’s infrastructure to provide adequate levels of public service both for existing systems/networks and extensions/developments.

Represents the Department to the general public; coordinates and/or facilitates Public Works activities with public service needs.

Provides staff assistance to the Public Services Director; prepares and presents staff reports and other necessary correspondence.

Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public works administration.

Responds to and resolves difficult and sensitive citizen inquiries and complaints.

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of civil and sanitary engineering; comprehensive knowledge of municipal public utilities administration, planning, and design; thorough knowledge of the installation and maintenance of water/sewer lines and water and wastewater treatment plants, general knowledge of the machines, tools, equipment, and materials used in operation, maintenance, and repair of water, sewer, and wastewater systems, comprehensive knowledge of local, State, and Federal regulations related to utilities; thorough knowledge of the principles and best practices of governmental construction projects and programs including contract negotiation and administration; ability to review and analyze plans and specifications for the construction of public utilities facilities; ability to formulate comprehensive operational policies and procedures; ability to prepare technical reports; ability to communicate effectively, both orally and in writing; ability to direct the work of a large staff; ability to establish and maintain effective working relationships with elected officials, associates, contractors, vendors, regulatory agencies, engineers, developers, and the general public.

Education and Experience

Bachelor's degree with coursework in biology, chemistry, environmental engineering, or related field and extensive experience in utility construction, water and wastewater treatment, and water and sewer maintenance including extensive supervisory experience, preference given to engineering background in stated functions and water & wastewater class II licensure in both or equivalent combination of education and experience.

Associates/Technical degree with coursework in civil engineering, or related field and extensive experience managing public works construction, maintenance, and operations including considerable supervisory experience, or equivalent combination of education and experience preferred.

Physical Requirements

crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather) and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic). Work is generally in a moderately noisy location (e.g. business office, light traffic).

Valid driver's license in the Commonwealth of Virginia
