Compliance Specialist

Introduction The San Joaquin County Public Works - Solid Waste Division is recruiting for a full‑time Compliance & Materials Specialist I. Typical Duties Assist in inspecting and auditing businesses for compliance with state laws; maintain environmental compliance records. Issue warnings and violation notices to non‑compliant entities. Research and compile information to prepare reports for review by the county, state, or other agencies. Determine and adjust fees for businesses and multi‑family properties based on waste contamination or hazardous materials. Provide technical assistance in preparing and reviewing business plans for completeness, accuracy, and content. Investigate complaints related to regulatory and municipal code violations; conduct field audits; inform individuals of violations and abatement options. Assist with monitoring and sampling activities to ensure compliance. Coordinate solid waste cleanup efforts, maintenance requests, and special events; cooperate with other agencies on joint operations. Engage in public education and outreach on solid waste and recycling by interacting with residents, businesses, schools, and organizations via in‑person, telephone, and written communication. Minimum Qualifications Education: completion of 60 semester units (or equivalent) in an accredited college or university with major coursework in chemistry, physics, biology, environmental or fire science, or a closely related field. Experience: one year of solid‑waste and/or recycling compliance experience, including contact with the public or regulatory agencies. License: valid California driver’s license. Knowledge State and federal laws, rules, and regulations; monitoring requirements; research methodology and standard statistical procedures; methods for determining and eliminating hazardous waste; principles of effective oral and written communication. Ability Operate office equipment for report generation and records management; investigate findings and prepare recommendations; meet physical requirements; interact effectively with the business community, public agencies, and the general public; learn and apply hazardous‑material emergency response techniques.
