Under the direction of the IT Manager, the Information Technology Specialist supports the Information Technology division by providing technical assistance, system implementation, maintenance, debugging, and other related services, such as monitoring system performance, responding to complex user support problems, and performing technical and complex tasks related to information technology services and programs. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.

DISASTER SERVICE WORKER:
Under California law (California Government Code Section 3100-3109), all City of Placentia employees are designated as Disaster Service Workers, (DSW). In the event of a catastrophic event, City of Placentia employees may be expected to fulfill emergency action assignments. As DSW's, employees may be assigned to assist in any disaster service activity that promotes the protection of public health and safety and preservation of lives and property.
MID-MANAGEMENT (Unrepresented) BENEFITS Schedule - The City operates on a "4/10" work schedule. Retirement - The City of Placentia participates in the California Public Employees' Retirement System (CalPERS) and does not participate in Social Security.
Health Insurance - The City provides up to $2,076 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt-out payment for employees who are insured outside the City's insurance coverage. Telecommunications Allowance - City pays $75/per month. Dental & Vision Insurance - Fully paid plan for dental and vision insurance. Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium. Disability Insurance - Fully paid short-term and long-term disability insurance policies. Bilingual Pay - An additional pay of $175 per month. Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis. Educational Incentive Pay - 2% for Associates, 4% for Bachelors, and 6% for Master's Degree. Deferred Compensation 457 (b) Plan - Employees may contribute to a deferred compensation plan on a voluntary basis. Paid Time Off (Vacation) - 80 hours per year; increases to 120 hours after 3 years of service. Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year. Management Leave - Up to 80 hours per calendar year, dependent upon assignment and director discretion. Allotment prorated for new employees. Holidays - 13 paid holidays per year. In addition, subject to City Council approval, City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day (paid time off varies per year, assignment and Bargaining Unit; City will provide additional holiday hours during this closure period.

- Troubleshoots, diagnoses, and maintains complex enterprise network systems; monitors and maintains servers; ensures system integration for operability across multiple platforms and technologies.
- Participates in enterprise systems security; installs system security hardware, software, and related devices; monitors security systems to identify any breaches; activities procedures and responses to system security issues; provides recommendations to mitigate risk.
- Creates and manages employee access to computer systems, email, and various applications; sets and resets employee passwords; audits employee usage of technology and equipment to ensure compliance with City policies and procedures.
- Receives and manages work orders; troubleshoots and resolves enterprise system software, hardware, workstation, server, database, peripherals, and infrastructure issues.
- Assists in the development and implementation of technology-related protocols, policies, procedures, and operating standards.
- Performs regular scheduled operations and data backups, including monitoring and updating system file limits and capacities as needed, and collaborates with consultants and vendors to ensure optimal network settings.
- Responds to emergencies to decrease downtime, repair errors, and monitor vendor activity in the event of catastrophic system failures, off-hours scheduled maintenance downtime, or other issues.
- Communicates system status, computer events, and planned upgrades or downtime to end users.
- Develops documentation for new or current applications and procedures.
- Serves as a Server Administrator and Exchange Directory Administrator for Windows Operating Systems; assesses and resolves basic issues regarding detected error codes.
- Conducts research and stays current on new trends and innovative solutions for technology programs; recommends new technologies to improve operational technology effectiveness and services.
- May act as a liaison with local and state agencies and vendors in the development and implementation of programs, policies, guidelines, and service levels.
- Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit and the City.
Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying.
- An associate degree in computer science, information technology, or a related field and three years of experience in information technology systems or network administration.
LICENSE(S) REQUIRED:
- Valid, current driver's license for travel to other city locations to perform duties
- The City reasonably expects driving to be one of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City.
