Summary The position is located in the Court Services and Offender Supervision Agency (CSOSA) for the District of Columbia, Office of Behavioral Interventions (OBI), within the Intensive Cognitive Behavioral Intervention Unit (ICBIU). The Agency works closely with the criminal justice system and community partners to provide comprehensive services that support the fair administration of justice, increase public safety, prevent crime, and reduce recidivism. Responsibilities This announcement is for two vacancies: Intake Coordinator Intake Coordinator (DVIP) - Domestic Violence Intervention Program Intake Coordinator Brief Description of Duties: The Intake Coordinator supports the Intensive Cognitive Behavioral Intervention Unit (ICBIU) by conducting and coordinating intake activities for supervisees referred to or ordered into in-house cognitive-behavioral programming. The incumbent reviews supervision records, assessments, toxicology results, and court documentation to determine eligibility and appropriate intervention pathways. The person in this position conducts intake interviews, schedules required assessments and enrolls supervisees into the correct interventions based on criminogenic needs and Risk-Need-Responsivity (RNR) principles. The Intake Coordinator maintains timely and accurate case documentation in SMART, monitors participation and progress across interventions, and works closely with Community Supervision Officers and interdisciplinary team members to coordinate case movement, address barriers, and support discharge planning. The incumbent prepares routine reports, assists with program operations and quality assurance activities, and serves as a point of contact for internal and external stakeholders regarding referrals, eligibility, enrollment status, and program requirements. Intake Coordinator (DVIP) Brief Description of Duties: The Domestic Violence Intake Coordinator supports the Domestic Violence Intervention Program (DVIP) by conducting intake interviews, gathering required documentation, and assisting with eligibility determinations for supervisees referred to or court-ordered into domestic-violence programming. The incumbent updates and maintains case records in SMART, schedules intake appointments and group sessions, and communicates with Community Supervision Officers, court personnel, victim-service providers, and program staff to coordinate enrollment and monitor compliance. The position assists with tracking attendance, documenting case activity, reporting safety concerns, and supporting routine program operations to ensure accurate records and timely service delivery. Requirements Conditions of Employment Qualifications This announcement is for two vacancies: Intake Coordinator Intake Coordinator (DVIP) - Domestic Violence Intervention Program Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be eligible for the GS-09 position, applicants must have served 52 weeks as a GS(GL)-07 or higher in the Federal Service. To be eligible for the GS-11 position, applicants must have served 52 weeks as a GS(GL)-09 or higher in the Federal service. In order to qualify for the Intake Coordinator at both the GS-09 and GS-11 grade level, you must meet both the Basic Education and Specialized Experience (as defined for each grade level) requirement for this position. This position has a positive education (or years of related experience) requirement. To initially qualify for this position at both the GS-09 and GS-11 grade levels, you must meet one of the Basic Requirements described below: 1. Basic Education or Four-year Experience Requirement Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that includes a major field of study directly related to behavioral or social science, or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. 2. Specialized Experience - GS-09 In addition to meeting the Basic Requirement as stated above, qualified applicants must possess one year of Specialized Experience equivalent to the next lower grade (GS-07) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized Experience is defined as the ability to support intake processing, schedule assessments, assist with enrollment decisions, and document case information within a criminal-justice, social-services, or behavioral-intervention setting. Specialized experience must include: Assisting with intake or screening activities by gathering documentation, verifying supervisee information, reviewing case records, and identifying basic eligibility or participation requirements. Using a case-management or data-tracking system to enter, update, and maintain case notes, intake actions, appointments, and participation status. Coordinating or scheduling assessments, orientations, program appointments, or interviews for justice-involved individuals. Supporting enrollment or placement decisions by applying established guidelines, referral criteria, or program instructions under supervision. Monitoring attendance, participation, or compliance; recording updates; and communicating routine information to supervision officers, program staff, or service providers. Preparing basic case documentation, routine summaries, or reports and ensuring adherence to agency procedures, confidentiality standards, and data-entry expectations. Note: Experience may have been gained in criminal justice, domestic-violence services, behavioral health, case management, social services, cognitive-behavioral programming, or similar environments involving structured interventions or court-mandated conditions. OR SUBSTITUTION OF EDUCATION FOR GS-09 SPECIALIZED EXPERIENCE: Two full years of progressively higher-level graduate education OR a Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Specialized Experience - GS-11 In addition to meeting the Basic Requirement as stated above, qualified applicants must possess one year of Specialized Experience equivalent to the next lower grade (GS-09) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized Experience is defined as the ability to independently conduct intake interviews, schedule and coordinate assessments, evaluate criminogenic risk and needs, and enroll justice-involved individuals into appropriate cognitive-behavioral interventions using Risk-Need-Responsivity (RNR) principles. Specialized experience must include: Reviewing supervision records, behavioral health information, toxicology results, court-ordered conditions, and risk/needs assessments to determine program eligibility and appropriate intervention pathways. Conducting structured intake interviews, gathering and verifying case information, identifying barriers to participation, and ensuring completion of required documentation and releases. Scheduling assessments and program orientations, enrolling individuals into the correct intervention based on criminogenic needs, responsivity factors, and available capacity. Monitoring participation, attendance, and compliance; documenting case updates in a case-management system; and coordinating case movement with Community Supervision Officers, supervisory staff, program personnel, and interdisciplinary team members. Preparing case documentation, progress updates, and routine statistical reports; supporting intervention scheduling and capacity management; and ensuring adherence to agency policies, confidentiality standards, and data-integrity requirements. Experience using the SMART system (Supervision & Management Automated Record Tracking). case-management system. Experience may have been gained in criminal justice, behavioral interventions, cognitive-behavioral programming, case management, supervision services, or other environments involving structured interventions and court-mandated participation. OR Substitution of Education for GS-11 Specialized Experience: A PH.D. or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
