Job Title
Individual is responsible for servicing, repairing, and maintaining county vehicles with a focus on diesel dump trucks classes 2 through 8 and Heavy Equipment.
Job Standards
- High School diploma or GED with vocational training and five to seven years related work experience.
- Individual shall have certification for an EPA-Approved Section 609 Program for Motor Vehicle Air Conditioning Service.
- Individual must poses the demonstrated ability to manage and lead subordinate personnel.
- Must possess a valid CDL Ohio Driver's License and acceptable driving record.
- Must meet and maintain qualifications for driving on county business as a continued condition of employment.
- All required licenses and certificates must be maintained as a condition of continued employment.
- Overtime is mandatory and a condition of continued employment.
- Must maintain a telephone at place of residence and be available for work on short notice and outside of scheduled work hours.
Essential Functions
- Under general supervision, performs manual data entry; costs all related projects, including labor, equipment use, material; compiles summary reports; stores and distributes mechanical repair parts and supplies; maintains inventory, orders parts, ensures accuracy of invoices or packing slips and records and obtains back ordered parts and supplies; cleans and organizes parts-room, stocks shelves, unload delivery trucks, picks up and delivers parts. Performs light clerical duties (e.g., answers telephone/radio, assisting with routine inquiries and message relay to Operations Department, etc.); prepares and submits work related records (e.g., work performed, materials used, time involved, etc.).
- Performs major and minor repairs on light/heavy duty gasoline and diesel equipment (e.g., rebuilds engines, transmissions, and rear ends; tunes engines; adjusts clutches and brakes; lubricates fittings and changes oil; repairs and rebuilds worn parts and components, etc.).
- Performs scheduled mechanical maintenance to vehicles and equipment; Changes oils, replaces belts, lubricated moving parts, rotates tires, changes filters and hoses, checks fluid levels, and performs preventive maintenance on mechanical equipment, electrical and hydraulic systems.
- Operates cutting torch and welding equipment to assist in fabricating and/or modifying metal parts for use on equipment.
- Prepares and submits work related records (e.g., repairs performed, parts and materials utilized, etc.).
- Assists In managing the fuel supply and vehicle maintenance records.
- Diagnoses and repairs county vehicles
- Diagnoses, services, and repairs different systems of diesel and gasoline.
- Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions; attends professional education and training sessions, seminars, and workshops as directed; must demonstrate regular and predictable attendance.
- Performs building and ground maintenance work, as necessary, (e.g., painting, cleaning storage and work areas, empting trash, etc.).
- Performs other related duties as required; operates light/heavy equipment as needed (e.g., dump truck with snow plow attachments during snow and ice control; loader; etc.).
Supplemental Information
Equipment: Operation of light/heavy motorized equipment; Ability to operate a variety of office equipment including but not limited to a computer and copier. Ability to use hand tools, air tools, impact wrenches, jacks, saws, drills, tire changer, tire balancer, grinders, welder, torches, gas pump, above ground/in ground hoist, battery charger, battery tester, automotive scan tools, DVO meter, and other equipment necessary to perform duties. Individual uses the following safety equipment to include but not limited to; safety glasses, face shield, rubber gloves and other equipment necessary to perform duties safely. Ability to safely and effectively operate a motor vehicle is required.
Knowledge: Office practices and procedures; department policies and procedures; basic bookkeeping; inventory control; safety practices and procedures; records management; and State Motor Vehicle Laws.
Critical Skills/Expertise:
- Ability to read and follow diagrams, wiring charts and written instructions;
- Thorough knowledge of motor vehicle drive train, chassis and suspension, electrical systems, electronic controls, ignition system, warning devises and fuel systems;
- Thorough knowledge of the skills necessary to diagnose, service, and repair different systems of Class 2 through Class 8 trucks and equipment;
- Thorough knowledge of the safety procedures for handling chemicals and flammable materials;
- Ability to plan, organize and prioritize work assignments;
- Ability to define and solve problems, collect data, establish facts, draw valid conclusions using judgment, and analytical skills;
- Ability to work effectively with clients who may be upset, distraught, irate, emotionally or mentally or otherwise unable to function within a reasonable range of constructive behaviors;
- Ability to work independently, under pressure, and to set and achieve goals;
- Ability to organize and maintain large volumes of information and paperwork;
- Ability to effectively program plan independently and in collaboration with other staff units and outside agencies;
- Communicates professionally and effectively with internal and external customers, both orally and in writing;

- Efficiently operate computer programs such as, but not limited to, Microsoft Word, Excel, Outlook, and agency specific programs;

- Ability to follow the policies and procedures within the Delaware County Safety Policies Manual and Delaware County Standard Operating Procedures Manual in accordance with the Ohio PERRP Act and the Ohio Revised Code;
- Thorough knowledge, adherence and aptitude to follow safety policies, procedures and practices;
- Thorough knowledge, adherence and aptitude to follow federal, state, and county laws and regulations.
Physical Effort and Work Environment
Physical Requirements: Incumbent performs heavy work, which may require lifting more than fifty (50) pounds frequently. The work of this position is performed inside and outside and requires sustained physical exertion while doing a variety of maintenance and repair activities.
Physical Activity: Incumbent performs the following physical activities: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and performing repetitive motions.
Visual Activity: Incumbent must be able to see at close distances and beyond arm's reach. Depth perception and peripheral vision are required to safely operate vehicles.
Working Conditions: The incumbent works inside and outside, with exposure to extremes in temperatures and weather conditions, noise, dirt, and mechanical hazards. Incumbent is frequently exposed to vibrations, atmospheric conditions, oil, and various other hazards. Work can be exacting, and an incumbent may work alone. The incumbent must be able to work at various heights to complete work assignments.
Safety Equipment: The incumbent is regularly required to use eye protection, hearing protection, steel-toe shoes, and any other safety equipment necessary to complete work duties safely.
