HII Mission Technologies is currently seeking a Mid-Level Engineer Logistics 3 to join our team! We are seeking a highly skilled Life Cycle Cost (LCC) and Total Ownership Cost (TOC) Analyst to support U.S. Navy submarine and aircraft carrier programs. This position plays a critical role in shaping long-term affordability, sustainment strategies, and acquisition decisions for some of the Navy’s most advanced platforms. The ideal candidate has strong analytical skills, experience with naval systems, and deep familiarity with DoD cost analysis standards.

Responsibilities: I want to and can do that!

• Works from developed procedures and guidelines.
• Calculate system operational availability (Ao), inherent availability, and achieved availability in support of TOC development.
• Coordination with engineering teams, logistics experts, program managers, and financial analysts.
• Calculate Probability and statistical distributions.
• Evaluate maintenance cycles, depot availabilities, modernization plans, and overhaul schedules.
• Build parametric and engineering-based cost models and statistical methods.
• Perform quantitative analysis including regression modeling and creation of Cost Estimating Relationships (CERs).
• Maintain detailed cost documentation capturing assumptions, inputs, methodologies, and derivation steps.
• Develop high-quality reports, dashboards, briefings, and white papers for Navy stakeholders.
• Identify potential project level risks to schedule or technical criteria.

Requirements: I have already done that or have it!

• 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
• Familiarity with Navy organizational structure and be conversant in the terminology of marine equipment maintenance.
• Hands-on experience with TOC modeling for complex defense systems.
• Proficiency with cost tools and advanced Excel modeling.
• Experience with Navy sustainment, logistics, maintenance, and sustainment data sources (VAMOSC, MIS, shipyard data).
• Familiarity with DoD acquisition processes, Planning, Programming, Budgeting and Execution (PPBE), and cost policy.
• Excellent communication, analytical, and technical writing skills.
• Strong understanding of systems engineering fundamentals.
• Knowledge of naval platforms—submarines, aircraft carriers, and major subsystems.
• Proficiency in Excel, cost modeling tools, and statistical analysis.
• Experience with Microsoft Office Suite (Windows, Excel, Access, etc.) as well as related applications such as SharePoint.
• Experience reading and interpreting technical data (blueprints, engineering drawings, product specifications, technical manuals, process instructions, etc.).
• Working knowledge of Naval Standard Items, Naval Ships Technical Manuals (NSTMs) and Joint Fleet Maintenance Manual (JFMM) requirements.
• Must be able to obtain and maintain base and ships access, and obtain a CONFIDENTIAL Clearance.

Bonus Points/ Preferred Requirements:

• Experience supporting NAVSEA, PEO Submarines, PEO Carriers, or major shipyard operations.
• Background in O&S cost modeling or naval sustainment programs.
• Experience with nuclear propulsion-related cost drivers (for SSNs, SSBNs, CVNs).
• Experience with ship overhauls and shipyard environment.
• Ability to read and interpret design drawings, schematics, bills of material, and Navy parts lists, and organize large volumes of highly technical source data.
• Knowledge of DoD cost analysis standards (e.g., DoDI 5000.73, DoD Cost Analysis Guidance, SECNAV cost policy).
• Ability to build cost models covering all phases:
o R&D
o Production
o Operations & Support (O&S)
o Disposal / demilitarization
• Understanding of manpower, maintenance, supply chain, modernization cycles, and sustainment cost drivers.

Physical Requirements

Must be able to work in a shipboard environment. Must be able to lift, carry, and transport heavy equipment.
