Help

As a Management and Program Analyst, you will perform the following duties:

  • Leads major projects of comprehensive studies, evaluations and analyses of complex controversial, or precedent-setting programs, (i.e., Human Capital, Budget, Security, Space & Facilities Management, Contracts, Safety & Health, Records Management, Freedom of Information Act (FOIA), Government Accountability Office/Office of the Inspector General (GAO/IG).
  • Anticipates, identifies, and leads the identification, design, and implementation of automated and modernized business processes. and operational issues affecting mission execution.
  • Develop executive briefings, reports, and decision documents addressing complex organizational and programmatic issues.
  • Serves as a point of contact and authority in matters relating to assigned areas.
This Job Opportunity Announcement may be used to fill other Management and Program Analyst GS-0343-13/14, GS-14 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at:

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:
  • - Coordinates and administers administrative programs and services related to Human Capital, Budget, Security, Space and Facilities Management, Safety and Occupational Health, Contracts, Records Management, Freedom of Information Act (FOIA), and Government Accountability Office/Office of Inspector General (GAO/OIG) activities.

    - Analyzes organizational operations, identifies program deficiencies, and implements process improvements to enhance efficiency and effectiveness.

    - Provides guidance on policies, regulations, and procedures.

    - Analyzes reports, management program administrative studies, operating procedures, manuals, and other data related to structured work assignments or developmental activities.

    - Develop and assist executive leadership where necessary in the areas of human resources, budget, personnel security, physical security, space management, Freedom of Information

    Act (FOIA), and Government Accountability Office/Office, Budget in support of administrative program functions.

    - Resolves unusually complex problems, e.g., recommending solutions to problems or situations for which the cause is unknown or is conceptual in nature, requiring extensive research

    and analysis of facts or trends indicated by morale or production problems.

    - Represents executive leadership in high-level engagements, interagency coordination, and external stakeholder interactions.
To qualify at the GS-14 level:

Specialized Experience: To qualify at the GS-14 grade level one (1) year of specialized experience equivalent to at least the GS-13 grade level; or its non-Federal equivalent that included experience:

- Leading major projects of comprehensive studies, evaluations and analyses of complex/controversial, or precedent-setting programs, (i.e., Human Capital, Budget, Security, Space & Facilities Management, Safety & Occupational Health, Contracts, Records Management, Freedom of Information Act (FOIA), Government Accountability Office/Office of the Inspector General (GAO/IG)

- Analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives.

- Anticipating, identifying, and leading the identification, design, and implementation of automated and modernized business processes.

- Developing executive briefings, reports, and decision documents addressing complex organizational and programmatic issues.

- Representing executive leadership in high-level engagements, interagency coordination, and external stakeholder interactions.

- Resolving unusually complex problems, e.g., recommending solutions to problems or situations for which the cause is unknown or is conceptual in nature, requiring extensive research

and analysis of facts or trends indicated by morale or production problems.

COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

There is no positive education requirement for this position.

NOTE:

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You MUST provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
