Facility Operations Specialist.

Duties Performs contract administration and project management of assigned programs and projects. Resolving technical matters of an engineering, construction, operation, and/or maintenance nature. Prepares scopes of work, specifications, and plans for maintenance and operational needs to include repairs, services, supplies, and construction requirements for Floating Plants such as a Dredge Potter, Pathfinder, and Grand Tower. Performs as a qualified Contracting Officer Representative (COR) responsible for the overall project planning of assigned projects. Coordinates, implements, and/or adapts equipment installation or services for the floating plant, facilities and locks at various project sites that involve lock site personnel, engineering representatives, contractors or others. Assists with preparation of the operation and maintenance annual budget. Coordinates meetings and communications with customers and stakeholders on navigation issues that affect the Upper and Lower Mississippi River System. Leads periodic and field inspections of locks, dams, and facilities to ensure maintenance and repairs are tracked, scheduled, and completed per policy. Requirements Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a valid government motor vehicle operator's license. The duties of this position require occasional temporary duty (TDY) travel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
