Attorney (Intellectual Property) – GS‑11/12/13/14, Public Health Division, NIH Duty Station: Bethesda, MD Series & Grade: GS‑0905‑11/12/13/14 (Full Performance Level: GS‑14) Salary Range: $85,447 – $187,093 Open Period: April 1, 2026 – until filled (rolling review starting April 8, 2026) Job Summary The Office of the General Counsel (OGC) at the Department of Health and Human Services invites applications for an intellectual property attorney to support the NIH Branch within the Public Health Division. The attorney will provide counsel in patent, trademark, copyright, and technology transfer matters, supervise junior IP attorneys, and collaborate with other legal teams across NIH and DHHS. Duties Advise on patent, trademark, and copyright law and technology transfer matters. Provide comprehensive legal advice on highly visible, complex, and often precedential public health matters. Supervise and collaborate with other attorneys specializing in intellectual property and technology transfer. Serve as the primary IP counsel for NIH and other DHHS agencies. Qualifications Registered patent attorney with an interest in trademark, patent, and copyright law. Active bar status in good standing in at least one U.S. jurisdiction. Experience requirements vary by grade (see GS‑11 to GS‑14 levels below). Grade‑specific requirements GS‑11: Juris Doctorate (J.D.) or LL.B. from an ABA‑accredited law school and active bar status. GS‑12: J.D. or LL.B., active bar, and one year of professional legal experience post‑bar (equivalent to GS‑11). GS‑13: J.D. or LL.B., active bar, two years of professional legal experience post‑bar (equivalent to GS‑12) plus one additional year equivalent to GS‑12 level. GS‑14: J.D. or LL.B., active bar, three years of professional legal experience post‑bar (equivalent to GS‑13) plus one additional year equivalent to GS‑13 level. Additional Requirements Proof of active bar membership in good standing and eligibility to practice in the highest court of a state, territory, Commonwealth, or the District of Columbia. Strong academic credentials, organizational and time‑management skills, excellent legal writing and research abilities, and a commitment to professionalism and public service.
