Budget Analyst

Commander, Navy Installations Command

Summary

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Budget Division.

The incumbent performs a full range of budgetary functions and duties associated with all phases of the FPAC-FBC-BD budget process for certain assigned program areas and implements budgetary policies affecting the financing.

Duties

Help

  • Serve as a senior budget analyst leading complex budget formulation and execution efforts for all FPAC Agencies.
  • Lead the development and implementation of fiscal controls for assigned FPAC programs and appropriation accounts.
  • Oversee budget execution of appropriated funds for budget allotments and budget allocations.
  • Monitor program spending (obligations and outlays) and prepare financial reports and analysis to support senior leadership decision making.
  • Lead the development and monitoring of financial operating plans ensuring alignment with approved funding level and Anti-Deficiency Act requirements.
  • Independently review and recommend reprogramming actions, allotment adjustments, and funds transfer based on execution rends and budgetary policy requirements.
  • Prepare Congressional Justifications, budget exhibits, hearing materials or written testimony and Questions for the Records (QFRs) in support of agency budget submissions to the Department, OMB and Congress.
  • Advise senior management, leadership program managers and budget staff on all phases of budget formulation and execution for FPAC.
  • Lead coordination with the Office of Budget and Program Analysis (OBPA), OMB and Congressional staff on budget submissions, apportionment requests and responses to Congressional inquiries.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Specialized Experience Requirement

For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:

  1. Leading or independently conducting complex budget formulation and execution activities for large-scale Federal programs for each phase of the budget process for the President's Budget submission;
  2. Developing and implementing budgetary strategies, financial operating plans, or fund distribution approaches that directly affect the financing, execution, or accomplishment of national-level programs with significant annual resource requirements across multiple agencies or appropriation accounts;
  3. Providing authoritative interpretation and application of budget-related provisions in Congressional legislation, appropriations acts, OMB Circular A-11, GAO decisions, or Departmental policy directives that affect the budgetary or financial operations of assigned programs, including apportionment requirements and Anti-Deficiency Act compliance.
  4. Preparing and coordinating Congressional Justifications, budget exhibits, Questions for the Record (QFRs), hearing materials, or written testimony in support of agency budget submissions to OMB and Congress.
  5. Monitoring and analyzing multi-year payroll expenditures, Full-Time Equivalent (FTE) utilization, and operating costs across multiple agency accounts to support senior leadership decision-making.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Farm Service Agency (FSA) County Employees : Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

This position is subject to all applicable laws, regulations, and policies under the direction of Agency. Selection does not restrict the Agency from any future reorganization or realignment efforts.
