Duties The individual serves as the Deputy Assistant Commissioner (DAC) of Operations, Federal Acquisition Service (FAS), Office of Centralized Acquisition Service (OCAS) located in the General Services Administration (GSA). The Deputy Assistant Commissioner of Operations (DAC) is the primary advisor and chief operations officer to the Assistant Commissioner of OCAS, which is responsible for planning, managing, and directing the operational service centers consisting of systems, finance, service delivery and quality assurance. The executive provides strategic direction and operational oversight for these service centers. Serves the portfolio by directing all facets of operational mission within the areas consisting of business operations, finance, service delivery, systems, quality assurance and the success of the Office of Centralized Acquisition Services. Including leading, coordinating, communicating, integrating and is accountable for the overall business operational success of the program, ensuring alignment with critical agency priorities. Oversees and manages and aligns key functions of Quality Assurance, Systems, Service Delivery and Business Operations Service Centers to include the day-to-day operations of OCAS Operations Service Center directors and staff. Provides overall recommendations for the management of human, financial, material resources in support of OCAS goals and objectives. Serves as principal advocate for OCAS Operations. Prepares annual business plans outlining program objectives, strategies, goals, and resource requirements. Provides executive-level direction for all financial and performance analytics activities. This involves overseeing budget formulation, rate development, business model execution, and financial performance monitoring, while managing funding commitments and business volume forecasts. The executive leads enterprise-level performance analysis, business forecasting, and strategic case development to support informed decision-making across the portfolio. This responsibility includes establishing analytic governance practices to ensure accuracy, credibility, and consistency across intelligence outputs and coordinating the portfolio’s input into agency-wide audits, accountable actions, internal controls, and related risk mitigation processes. Oversees portfolio strategy, planning, and external engagement. The individual provides strategic business guidance for mid- and long-range planning and ensures alignment of strategies with organizational goals. This role involves developing and applying portfolio management methods, managing standardization and efficiencies related to program and project management, and providing proactive decision support to portfolio executives. Leads enterprise-wide operational assessments to proactively identify systemic risks, shortfalls in productivity, and opportunities for process innovation, subsequently driving the implementation of integrated solutions to enhance organizational agility and performance. Cultivate and sustain strategic partnerships with key internal and external stakeholders across the agency to advance operational objectives. Leads inter-agency workgroups and collaborative initiatives, ensuring that OCAS operational strategies are effectively communicated and aligned with broader GSA and FAS mission requirements to drive organizational synergy. Appointment to this position requires the selectee to undergo a background investigation and receive favorable adjudication for the GSA security office to grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply for the position. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved. This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result. If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification statement confirming their selective service status. Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position. If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service. If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978. Veteran's preference does not apply to positions in the Senior Executive Service. Qualifications All applicants must meet the Mandatory Technical Competency and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. Mandatory Technical Competencies Demonstrated ability to lead and fully manage complex operational organizations, including oversight of policy development, implementation, and activities necessary to operate successful service centers. Experience must include the development of overall goals, objectives, long-range plans, and the management of human, financial, systems, and stakeholders. Demonstrated senior-level experience in developing, cultivating, and leveraging high-level networks across Federal agencies, industry partners, and oversight bodies to advance organizational mission and objectives. Must possess the ability to champion the portfolio’s value proposition to diverse, high-stakes stakeholders, influence senior-level decision-making, and build consensus around complex strategic priorities. Executive Core Qualifications (ECQs) Commitment to the Rule of Law and the Principles of the American Founding- This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. Leading People - This core qualification involves the demonstrated ability to lead and inspire a group towards meeting the organization’s vision, mission and goals, and to drive a high-performance, high-accountability culture.
