Job Summary:
The HCS Quality Manager provides leadership, supervision, and operational oversight for quality professionals who support hospital entity quality assurance and performance improvement functions. This role is responsible for managing Quality Assurance programs, quality data abstraction, public reporting requirements, electronic Clinical Quality Measures, mortality review processes, and other clinical quality programs designed to improve outcomes, strengthen regulatory readiness, and advance a best-in-class quality assurance and performance improvement infrastructure across the health system. Description of Job Responsibilities:
Provides direct supervision, coaching, work direction, and performance support for quality professionals, including Quality Assurance Specialists and related roles responsible for abstraction, validation, submission, quality review, and program support.
Leads and manages Quality Assurance Performance Improvement activities, including development, implementation, monitoring, and evaluation of quality assurance processes that support health system priorities and entity-level needs.
Oversees quality data abstraction and assurance programs, including workflows, timelines, documentation standards, data integrity processes, vendor coordination, and submission readiness.
Provides operational oversight for Inpatient Quality Reporting and Outpatient Quality Reporting requirements, ensuring timely, accurate, and complete data submission in alignment with regulatory and public reporting expectations.
Oversees electronic Clinical Quality Measure processes, including measure validation, data review, issue escalation, interdisciplinary coordination, and collaboration with informatics, analytics, clinical, and operational stakeholders.
Leads or supports mortality review and other clinical quality programs, ensuring reliable review processes, meaningful data synthesis, identification of improvement opportunities, and appropriate follow-through with clinical and operational leaders.
Maintains awareness of evolving quality measurement, public reporting, regulatory, accreditation, and payer requirements; translates changes into operational workflows, education, and implementation plans.
Develops, revises, and standardizes procedures, tools, timelines, and reporting practices related to quality assurance, abstraction, validation, submission, and clinical quality program management.
Partners with HCS Quality Managers, Performance Improvement leaders, and entity quality teams to build consistent practices, reduce unnecessary variation, and strengthen a best-in-class quality assurance and performance improvement program.
Supports high-risk or high-priority quality initiatives, including measure performance review, gap identification, improvement planning, committee participation, education, and survey readiness activities.
Monitors quality data trends, abstraction performance, submission status, and program outcomes; prepares concise reports, summaries, and recommendations for leaders, committees, and other key stakeholders.
Coordinates with vendors, data warehouses, analytics teams, and internal customers to ensure data flow, file transmission, reporting accuracy, and issue resolution.
Provides input into staffing, resource planning, budget needs, vendor management, and future program requirements based on operational priorities, regulatory changes, and quality program demands.
Fosters a culture of accountability, collaboration, continuous improvement, learning, and service excellence within the quality assurance team and across system quality partnerships.

Education Requirements:
Bachelor's degree is required in a clinical discipline (nursing, pharmacy, etc.). A Master's degree in a related field is preferred.
Licensure/Certification Requirements:
Clinical licensure is preferred when applicable to the candidate's background. Certification in healthcare quality, patient safety, performance improvement, or a related discipline is preferred, such as Certified Professional in Healthcare Quality, Certified Professional in Patient Safety, Lean Six Sigma, or equivalent certification.
Travel is required for this position and includes regular travel between assigned facilities, meetings, and other organizational locations; the incumbent must be able to travel independently and maintain a valid driver's license.
Professional Experience Requirements:
Requires five or more years of progressively responsible experience in healthcare quality, clinical quality measurement, quality assurance, regulatory reporting, performance improvement, data abstraction, clinical program management, or a related area. Prior leadership, supervisory, project management, or program management experience is strongly preferred.
Experience with quality reporting programs, including IQR, OQR, eCQMs, chart-abstracted measures, mortality review, regulatory or accreditation readiness, public reporting, or data validation processes is preferred.
