Duties

Help

This

position is within the Protective Intelligence Operations Center (PIOC), Office

of the Assistant Chief of Police for Protective and Intelligence Operations

(ACOP-P&IO), in the United States Capitol Police (USCP). The purpose of this position is to serve as a

PIOC Shift Supervisor responsible for directing, coordinating, and overseeing

all operational activities during an assigned shift within a 24-hour intelligence

and protective operations environment.

Serves as

the senior operational authority on duty during assigned shift and provides

guidance to personnel, stakeholders, and partner agencies regarding operational

matters.

Exercises significant independent judgment in evaluating operational

priorities, assessing threats and emerging incidents, and directing resources

to support the USCP's protective and intelligence mission.

Directs

and oversees the day-to-day operations of a PIOC shift, ensuring continuous

mission readiness and effective execution of protective intelligence and

security operations.

Provides

direct oversight and guidance to subordinate staff, including contractors,

performing threat management, protective intelligence, residential security

monitoring, protective operations support, critical incident response,

continuity of operations, and interagency coordination.

Directs

the intake, triage, assessment, and coordination of protective intelligence

information, threats, suspicious activity reports, event security concerns, and

law enforcement coordination matters.

Oversee

the monitoring and tracking of protective details, residential security

systems, mobile duress programs, and other protective security operations.

Evaluate

intake reporting and operational information from multiple sources to identify

threats, assess risk, and determine appropriate notification and response

actions.

Serves as

the primary coordination point for communications among federal, state, and local,

partner agencies during routine operations, special events, exercises, and

emergency incidents.

Analyzes

and evaluates operational programs, policies, management processes, and

organizational activities to identify issues, assess impacts, and recommend

improvements.

Leads or

participates in strategic initiatives and high-visibility projects involving

multiple stakeholders, executive leadership, and partner organizations.

Develops

briefing materials and recommendations concerning operational readiness,

protective intelligence matters, emerging threats, policy initiatives, and

program activities.

Provides

senior leadership with timely analysis and recommendations to support strategic

decision-making and mission execution.

Serves

as a member of the emergency response team during exercises, planned events, continuity

operations, and actual emergencies.

You must be a U.S. citizen.

Successful completion of a background investigation is required.

Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-11 you must have at least 52 weeks of specialized experience equivalent to the CP-10/GS-12 level that is in or directly related to the line of work of the position to be filled. Specialized experience consists of: 1) leading shift operations in a 24-hour operational environment responsible for protective or intelligence operations; 2) coordinating information and developing reports on a variety of protective or intelligence investigations; 3) experience conducting analysis, and evaluation of information related to preliminary investigative work on alleged threats and ongoing investigations; and 4) communicating and presenting investigative information surrounding threats and intelligence to senior leadership and external stakeholders.

There is no education substitution for experience in this series and/or grade.

Additional Conditions of Employment with the USCP:

As per the Congressional Accountability Act (CAA) and the Fair Chance to Compete for Jobs Act of 2019, criminal history information will only be collected following a qualifications review and after a tentative offer of employment has been made. A criminal history does not automatically exclude an applicant from employment with the USCP.

Criminal History Check Must successfully pass a comprehensive criminal history check of the past 10 years if offered employment. A criminal history check will be performed on applicants who accept an offer of employment.

Credit Check Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.

Selective Service Registration Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Female applicants are exempt from Selective Service System registration.

Fingerprint Check Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of their criminal history record.

Background Investigation Must successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
