Business Services Manager

Sobran is seeking a Part-Time (to potentially turning into fulltime) Business Services Manager. Successful candidates will demonstrate a high level of motivation, superb work ethic, strong collaboration, innovation thinker and team working skills. The Business Services Manager is responsible for overseeing the full lifecycle of contracts from drafting and negotiation through execution, compliance monitoring, and renewal. Additionally, they will provide key assistance in identifying, qualifying, and preparing for opportunities to win high-value contracts, especially in complex or competitive markets.

The Business Services Manager will:

• Manage the contract lifecycle (drafting, negotiation, execution, compliance, renewal)
• Assist Business Development with capture strategy for high-value opportunities, working from early qualification through pre-RFP activities
• Coordinate cross-functional teams (business development, proposal, legal, operations) to align goals, resources, and risk mitigation
• Ensure compliance with legal, regulatory, and internal requirements for both active contracts and capture activities
• Build relationships with key agency decision-makers to understand hidden needs and shape solicitation requirements

Core Responsibilities:

• Negotiate and finalize contract terms on behalf of the organization
• Draft, review, and update contracts for risk, compliance, and alignment with business goals
• Manage contract templates, playbooks, and renewal schedules
• Monitor compliance and escalate risks to leadership
• Maintain organized contract records
• Work with Business Development to identify and qualify new contract opportunities from databases, RFPs, and market intelligence
• Assess feasibility based on budget, scope, competition, and customer needs
• Collaborate on win strategies, including competitive positioning and risk mitigation
• Coordinate with responsible parties to prepare strong responses
• Communicate timelines, risks, and opportunities to stakeholders

Skills & Competencies:

• Negotiation & Drafting: Strong contract negotiation and drafting skills
• Legal & Compliance Knowledge: Understanding of legal terms, regulations, and risk management
• Analytical & Planning Skills: Ability to assess opportunities, forecast risks, and plan resource allocation
• Communication: Clear, persuasive communication for both internal coordination and external proposals
• Project & Risk Management: Managing multiple contracts and capture activities simultaneously

Estimated Level of Effort:

• Review and negotiate active contracts: 20%
• Prepare and submit capture strategy documents for opportunities: 30%
• Coordinate with appropriate parties on RFP responses: 30%
• Update contract templates and compliance checklists: 10%
• Other duties as assigned: 10%

Other:

• Hybrid position – Must be willing to work in the Falls Church office 16 hours per week
• Additional hours (schedule will be 30 + hours per week) can be performed remotely
• Computer equipment and cell stipend will be provided

Education requirements:

• Bachelor's degree in related/relevant field (required)
• Advanced degree in related/relevant field (preferred)

Experience requirements:

• Experience working with proposal development
• Experience with RFP/RFQ analysis
• Experience with pricing analysis
• Experience with GSA Schedules and audits
• Experience in with providing cradle to grave contract and compliance support
• Experience managing clients and contracts of multiple and varying disciplines
