Proposal Analyst

Nightwing brings disruptive technologies, agility, and competitive offerings to customers in the intelligence community, defense, civil, and commercial markets.We are seeking a detail-oriented Proposal Coordinator with strong desktop publishing (DTP) skills to manage and produce compliant, high-quality government proposals. The ideal candidate will combine federal proposal coordination expertise with technical design abilities to create compelling, professionally formatted submissions that meet strict government requirements.Key ResponsibilitiesGovernment Proposal CoordinationCoordinate proposal development process from RFP release through submissionManage proposal schedules, color team reviews (Pink, Red, Gold), and compliance matricesFacilitate collaboration among capture managers, technical writers, subject matter experts, pricing teams, and executive leadershipConduct thorough compliance reviews against FAR/DFARS requirements and solicitation instructionsMaintain proposal libraries, past performance examples, SF-330s, and corporate resumesEnsure adherence to page limits, font requirements, and government submission guidelinesTrack proposal status, win/loss data, and lessons learnedDesktop Publishing & DesignDesign and format proposals using Microsoft and AdobeCreate compliant layouts adhering to strict government formatting requirements (margins, fonts, spacing)Develop visual discriminators including solution graphics, process diagrams, organizational charts, and infographicsCreate Section L/M compliance matrices and cross-reference tablesEnsure 508 compliance for accessibility requirements when specifiedProduce final PDF packages with proper bookmarks, hyperlinks, and metadataDevelop templates compliant with government standards (e.g., SF-330, SF-1449, RFTOP formats)Edit and format technical volumes, management approaches, and past performance sectionsQuality Control & CompliancePerform final quality checks for compliance, formatting consistency, and readabilityVerify all required certifications, representations, and attachments are includedEnsure proper marking of proprietary or source selection sensitive informationValidate file naming conventions and electronic submission requirementsRequired QualificationsBachelor's degree in Graphic Design, Communications, Marketing, or related field5+ years of experience in government proposal coordination and productionProven track record supporting federal proposals (civilian and/or defense)Expert knowledge of Microsoft Office Suite (Word, PowerPoint, Excel)Strong understanding of FAR Part 15 and government procurement processesExperience with compliance matrices and Section L/M requirementsKnowledge of 508 accessibility standardsExcellent attention to detail and quality control skillsActive Top Secret security clearanceAbility to work under tight deadlines with frequent evening/weekend work during proposal cyclesStrong written and verbal communication skillsPreferred QualificationsAPMP Foundation or Practitioner certificationExperience with specific agency requirements (DoD, DHS, VA, GSA, NASA, etc.)Familiarity with government submission portals and databasesExperience with proposal management software (e.g., Loopio, RFPIO, Shipley processes)Knowledge of price-to-win strategies and cost volume formattingExperience supporting IDIQ, task order, and GSA Schedule proposalsUnderstanding of Shipley proposal methodologyPrevious experience in consulting, professional services, or IT contracting sectorsCompetenciesExceptional organizational and time management abilities under pressureUnderstanding of government evaluation criteria and source selection processesAbility to interpret complex RFP requirements and translate to actionable tasksCollaborative team player able to work with diverse, cross-functional teamsProfessional demeanor during high-stress proposal "war room" environmentsProactive problem-solver with strong attention to regulatory complianceWork EnvironmentOn-site Required availability for extended hours during proposal deadlines (evenings/weekends)Collaborative "war room" environment during active proposalsMultiple concurrent proposal efforts typicalSalary & BenefitsThe salary associated with this position ($77,000–$163,000) is commensurate with the selected candidate’s qualifications, years of relevant experience, and demonstrated level of expertise.
