Director of Budget & Finance

This role performs executive level work responsible for the development, direction, coordination, implementation, and maintenance of the Pinellas County Tax Collector’s Budget & Finance Department. Extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop and implement policies and procedures and to determine efficient and innovative ways to accomplish business strategies is required. The incumbent exercises considerable independent judgment and initiative and is responsible for executing policies and procedures to facilitate a quality customer service experience.
What Would You Do?
- Direct and supervise employees performing financial reporting, accounting, billing, collection, distribution, inventory, and budgeting duties, including an Accounting Manager or a Senior Accounting Manager.
- Coordinate and direct the financial planning, budgeting, and investment activities for the organization.
- Maintain current knowledge of Tax Collector policies and procedures; federal, state, and local government policies and directives; and current accounting standards.
- Prepares and manages the budget of the Tax Collector and guides other Directors in departmental budget preparation.
- Develop internal control policies and procedures for activities such as budget administration, cash and credit management, and accounting.
- Prepare or direct the preparation of financial statements, business activity reports, annual budgets, and other reports required by regulatory agencies.
- Monitor financial activities and details to ensure all legal and regulatory requirements are met.
- Conduct or coordinate audits of accounts and financial transactions to ensure compliance with regulatory requirements and statutes.
- Proactively evaluating financial system platforms to ensure they are meeting department needs and customer requirements; participating in RFP processes.
- Participates in personnel matters, including hiring decisions, performance management, and disciplinary process.
- Contributes to the preparation of contracts and facilitates the progress of projects through contract review, bid process, and the development of specifications, evaluations, and administration of contracts.
- Maintains awareness of and recommends changes to related to statutes, ordinances, rules, and regulations.
- Participates in the development, deployment, and integration of the strategic direction of the Tax Collector's Office; Maintains organizational and departmental metrics and goals.
- Assess department staffing capability and capacity.
- Leads and sponsors departmental projects.
- Acts on behalf of Tax Collector and Chief Deputy as assigned.
- Performs other related duties as assigned.
W hat Do you Need To Have?
- Bachelor’s degree in accounting, finance, or a related field from an accredited college or university and 4 years of progressively responsible accounting administrative and management experience, OR 8 years of progressively responsible accounting administrative and management experience, including 2 years supervisory experience in the accounting department in a high-volume institution, OR an equivalent combination of education and experience.
- Minimum 1 year experience with Capital Asset and Inventory Management
- Knowledge of GAAP and GASB principles
- Experience in government or nonprofit finance, highly desireable
- CPM, CFCA or ability to obtain during the next cycle.
- Valid Florida Driver License, in good standing.
- Ability to apply for and maintain ORION/FRVIS Access Authorization per Florida Department of Highway Safety Motor Vehicles Procedure TL-57 and RS-64.
- Ability to work evenings and weekends during periods of peak activity or when necessary.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
- Ability to work at different locations of the Pinellas County Tax Collector for varying periods of time or attend training during hours other than regular work hours.
Knowledge, Skills, & Abilities
- Extensive knowledge of all applicable laws, rules, and regulations related to the financial activities of the Tax Collector’s Office including those contained in Florida Statute, the Florida Administrative Code, and the Florida State Board of Administration.
- Extensive knowledge of budgetary procedures and controls; generally accepted accounting principles and practices; governmental accounting standards; banking analysis; and reporting of financial data.
- Knowledge of the laws, rules and regulations governing recording of public documents and records management.
- Ability to use a computer, software or applications, and other general office equipment or technology.
- Ability to plan, develop, present, and gain acceptance of ideas, concepts, designs, schedules, and status reports.
- Ability to analyze and solve administrative problems.
- Ability to use considerable initiative, think independently, and exercise sound judgment and strong decision making.
- Ability to establish and maintain working relationships with team members, partners, public agencies, and the public.
- Excellent oral and written communications skills.
- Work requires regular and reliable attendance and flexibility with work schedule
- Ability to use multiple monitors and work in various programs.
- Ability to organize and prioritize work activities and plan and direct the activities of assigned staff and maintain an engaged workforce.
- Ability to represent the Tax Collector in public speaking requests.
