Under the general supervision of the Maternal and Child Health (MCH) Director of Operations in the Maternal and Child Health Section, this position leads section wide invoice processing and performs advanced budgetary analysis and technical and program-related projects and procurements monitoring. This role is key in supporting section contract and grant expenditure invoice processing, forecasts, assessing financial and operational impact, and confirming alignment with MCH section budgetary goals and operational objectives. The position is responsible for tracking and coordinating MCH section invoice processing and administering financial processes and systems emphasizing budget data development and evaluation. This position may be required to complete complex invoice payment analysis including outstanding expenditures, budgetary projections, and other financial data analysis to confirm federal and state laws and DSHS invoice policies and budget and procurement regulations compliance. This position operates under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Financial Analysis and Reporting: Administers financial aspects of MCH Section programs and operations including invoices. Plans, reviews and reports on MCH projects and procurements financial analysis. Prepares, reviews, analyzes and/or approves section invoices, financial reports, budgets and expenditures. Verifies source documents, correspondence, data and other written materials underlying MCH section program budgets and financial reports. Makes recommendations to management regarding financial resource allocation to meet strategic section objectives and program improvements to efficiently utilize section funding and staff. Coordinates the development and management of MCH section invoices, financial reporting processes, procedures, and forms to support section program activities. Reviews MCH section projects for invoice processing for financial completeness, financial standards compliance, method uniformity and financial statutes, agency rulings and procedures compliance. Researches and prepares financial information for reports and presentations as required. (40%)
Compliance: Performs advanced MCH section invoice tracking and processing, financial analysis, monitoring, reporting and regulatory work related to federal Title V block grant management. Analysis for this position include invoice and program expenditure forecasts; financial, budget and operational impacts; performance measures; and project deliverables. This position supports yearly federal Title V grant applications financial reporting, monitors and manages grant funding, and assists with other grant financial functions as applicable. This position’s duties include examination, investigation, and review of MCH section invoice and accounting records, financial statements, reports, management practices, and internal MCH section controls to confirm compliance with federal and state laws and/or regulations and DSHS agency projects and procurements polices and regulations. (35%)
Strategy and Appropriation Financial Analysis: This position works with the MCH section and division office to monitor, review, and analyze expenditure patterns and trends to determine potential funds reallocation, realignment, or adjustments to accomplish programmatic requirements. Assists with the preparation and development of the agency’s legislative appropriation requests as needed. This position prepares, reviews, and analyzes section cost estimates and fiscal notes for proposed legislation. This position also reviews proposed agency rules fiscal impacts. This position measures proposed state and federal legislation impacts on current MCH programs. This position works with the appropriate DSHS areas including the division office to respond to legislative, Governor's Office, state and federal agencies, and the Legislative Budget Board budget inquiries. Financial Point of Contact: This position serves as the MCH section staff’s primary financial resource and point of contact providing guidance and technical assistance related to MCH section financial and budgetary matters. This position meets regularly with management, program staff and others regarding MCH section financial matters. This position may train other MCH program staff on financial policies and procedures as needed. (10%)
Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery, Continuity of Operations (COOP) activation, and/or serving on the State Medical Operations Center (SMOC) team. Such participation may require an alternate shift pattern assignment and/or location. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of local, state, and federal laws and regulations relevant to DSHS, the principles and practices of public administration and management, budget management and accounting policies, practices, and operations, agency organizational structure, and agency programs.
Skill in analyzing financial data, written and oral communications, and use of a networked computer and software.
Ability to manage program activities, establish goals and objectives, identify problems, evaluate alternatives, and implement effective solutions, develop and evaluate administrative policies and procedures, explain policies and procedures to others, prepare concise reports, train others, and plan, assign, and/or supervise the work of others.

Initial Screening Criteria:
Experience with annual State of Texas operating budget development.
Experience with federal block grant management and reporting.
Experience monitoring and managing multiple collected revenue sources and invoice processing.
Experience managing a program budget in excess of $50 million with multiple federal and state methods of finance.
Experience using HHSAS, CAPPS, USAS queries and reports.
Experience with advanced Microsoft Excel and Microsoft Access.
