The Opportunity Our Licensing and Business Operations Manager drives execution of embarc's licensing, regulatory compliance, and new store entitlement and development processes, ensuring accuracy, consistency, and timeliness. This role is critical to maintaining active licenses and supporting ongoing cannabis and business compliance across the company's assets statewide. It acts as a bridge between Licensing, Legal, Compliance, and Retail Operations. This role is ideal for someone highly detail-oriented, process-driven, and comfortable managing complex workflows across multiple stakeholders. It requires someone capable of understanding company processes and communicating them appropriately and effectively both internally and with external stakeholders, including but not limited to local and state regulatory agencies and law enforcement officials. Accountabilities Licensing application and renewal execution Regulatory compliance tracking and audit readiness New store entitlement and opening regulatory coordination Corporate and entity documentation management Cross-functional coordination and communication System accuracy and documentation integrity Role Responsibilities & Success Metrics 1.Execute Licensing Applications and Regulatory Filings Prepare and submit state and local cannabis license applications, while ensuring all regulatory requirements are completed accurately and on time. Assist in the project management of new license applications by coordinating timelines, tracking requirements, and working with local partners, consultants, and community stakeholders. Execute application assembly by gathering required documentation, completing forms, and managing signature and notarization workflows, including coordination with property owners and other key stakeholders. Coordinate DCC application requirements , including owner submittals, Live Scans, and surety bonds, and ensure all licenses are properly saved with accurate reminders in place. Success Metrics: On-time submissions, complete and accurate applications, and successful licensing outcomes. 2.Manage License Renewals and Ongoing Regulatory Compliance Assist with all DCC and local license renewals by ensuring documentation is up to date, coordinating payment requests with Finance, and tracking all submission deadlines. Maintain accurate tracking of expiration and due dates for CUPs, DCC licenses, local cannabis licenses, and leases to ensure no lapses occur. Coordinate cross-functional inputs, including background checks, Treez sales data, compliance checks, and store contact updates required for renewals. Success Metrics: Zero missed deadlines, fully compliant license portfolio, and audit-ready documentation at all times. 3.Support New Store Entitlement, Development, and Openings Support entitlement, licensing, and new store development processes by coordinating permits, documentation, and regulatory requirements for new locations. Identify and coordinate background check requirements for owners and employees and develop SOPs that clearly communicate expectations to GMs, DMs, and HR. Support new store kickoff preparation and communicate conditions of approval, local regulations, and compliance requirements across all teams. Ensure stores are set up correctly from a licensing and compliance standpoint prior to opening and support final inspection readiness. Success Metrics: Smooth entitlement processes, on-time store openings, and complete regulatory readiness. 4.Support Inspections, Audits, and Compliance Execution Serve as a liaison between the licensing / regulatory team and the Director of Operational Compliance to ensure clear communication of upcoming inspections, compliance requirements, and market-specific considerations. Provide the Director of Operational Compliance with all relevant documentation, context, and regulatory insights needed to properly prepare store teams for inspections. Assist in ensuring stores are prepared from a documentation and licensing standpoint, with accurate, complete, and accessible records. Support local financial audits by coordinating requests and gathering required materials from cross-functional teams. Maintain audit-ready records and ensure all compliance documentation is complete, organized, and accessible at all times. Success Metrics: Successful inspections, well-prepared store teams, timely audit responses, and strong compliance outcomes . 5.Manage Corporate Filings, Insurance, and Permits Maintain corporate compliance by managing insurance, permits, and entity filings fleetwide. Save and track certificates of insurance, leases, alarm permits, and other regulatory documentation while ensuring retail teams maintain updated compliance binders. Manage DBA filings including submissions, publications, renewals, abandonments, and tracking expiration timelines. Track and file Secretary of State Statements of Information and maintain accurate corporate records with updated reminders and due dates. Success Metrics: Accurate filings, complete documentation, and no compliance gaps across corporate records. 6.Manage Recalls, Certifications, and Compliance Programs Monitor DCC recall portals, METRC alerts, and licensing communications to identify impacted products and coordinate responses with the product team and store teams. Ensure timely quarantine, documentation, communication, and follow-up actions for recalls, including coordination of destruction and required regulatory reporting. Manage embarc employees' Proprietary Private Security Officer (PPSO) licenses by coordinating training, maintaining trackers, assigning courses, troubleshooting licensing issues, and ensuring compliance with training and renewal timelines. Maintain all PPSO license records and ensure recurring reminders are properly set and followed. Success Metrics: Timely recall response, complete compliance tracking, and zero lapses in security licensing requirements. 7.Maintain Systems, Documentation, and Cross-Functional Coordination Maintain accurate and organized records to ensure visibility and audit readiness. Serve as a liaison between Licensing, Legal, Finance, Retail Operations, and external partners to gather information, track deliverables, and drive timelines to completion. Manage operational and compliance communications and ensure clarity, accountability, and proper documentation across all teams. Support one-time projects, including local compliance assessments and operational initiatives as needed. Success Metrics: Strong cross-functional alignment, organized systems, and complete documentation integrity. Experience & Skills Three or more years of experience in California cannabis licensing, compliance, operations, or a related field. Strong organizational skills with the ability to manage multiple workflows simultaneously. Experience working with regulatory processes, documentation, and deadlines. Working knowledge of California DCC regulations and the ability to navigate and interpret varying cannabis regulations across multiple local jurisdictions. Ability to interpret regulatory requirements and translate them into clear, actionable steps for internal teams. High attention to detail and strong follow-through. Comfort working cross-functionally with internal teams and external partners. Comfort operating in a highly execution-focused role with clear ownership of tasks and deadlines. Advanced proficiency in Microsoft SharePoint, Word, Excel, PowerPoint, and Adobe Acrobat, with the ability to manage complex documentation systems, maintain organized records, and support audit-ready environments. Preferred experience with Adobe Illustrator or similar design tools to support document formatting, presentations, and application materials. Additional Requirements Must be 21+ Ability to travel to support store openings, inspections, team working sessions and more.
