Procurement Specialist

The Missouri State Emergency Management Agency has responsibility for coordinating disaster response and recovery operations across Missouri – responding to everything from tornadoes and flooding to ice storms to the coronavirus pandemic. SEMA operates the State Emergency Operations Center and provides training and grants to strengthen Missouri’s resilience against natural disasters. Job Description This is a senior-level professional position accountable for managing and overseeing the competitive procurement process on behalf of state agencies. Employees direct and manage the inputs or components (e.g. research, compliance, RFPs, etc.) involved with developing and executing on high level contracts. At this level, incumbents give consultative advice on contract methods including, but not limited to: identifying and prioritizing needs, assessing the impact of contract decisions, and developing strategies to mitigate risk. Employees are also accountable for recommending State policies and guidelines, training State agency staff, and reviewing State procurements for compliance with statutes, administrative rules, and policies. Oversee the procurement process and give advice on high level contract methods. Review and/or revise programs in area of responsibility to ensure compliance of operations with laws, regulations, policies, plans, and procedures. Assist staff with procurement rules, purchasing needs, and options Verify vendor accuracy in SAMII and MissouriBUYS. Process purchase orders in SAMII and MissouriBUYS. Order qualified items with procurement card Audit statements and invoices against purchase orders to ensure accuracy File and maintain documents in both paper and electronic formats to retrieve at a later date Maintains contract files; notifies affected programs/facilities of expiration dates; processes renewals, revisions, and requests for discontinuance, as appropriate. Maintain Agency fixed Assets and balancing of ledgers Guides administrative staff with prices and related information as an aid in estimating budgetary requirements for procurement; prepares material substantiating the annual budget request as it relates to procurement. Maintains inventory and provides reports, as requested to programs. Exercise significant independence, judgment, and initiative in the performance of assignments within established policies and procedures. Leads the planning and execution of the yearly emergency management conference. Perform other related work as assigned. Qualifications A Bachelor’s degree from an accredited college or university with specialization in Accounting, Finance, or Business Administration or a closely related field; and, 3-5 years of relevant experience. Knowledge, Skills, and Abilities Comprehensive knowledge of general governmental accounting, auditing, and/or procurement principles, procedures and related fiscal practices. Skill in negotiating contract prices and terms with contractors. Ability to assess risk and impact of contracts. Extensive knowledge of Excel, Access, Missouri Buys, and SAM II. Ability to communicate effectively orally and in writing. Ability to plan, organize, and complete complex assignments Ability to work independently in assessing and managing priorities The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
