This position has regular contact with or control over Indian Children and Vulnerable Adults. In compliance with Federal Law, this position will not be filled by an applicant with any felonious offense or any of two or more misdemeanor offenses under Federal, State, or Tribal law involving crimes of violence; sexual assault, molestation, exploitation, contact, or prostitution; crimes against persons; or offenses committed against children. GENERAL SUMMARY
The Elder Care/APS Manager is responsible for leading and overseeing the daily operations of the Elder Care and Adult Protective Services (APS) program. This role is dedicated to protecting vulnerable Tribal elders, individuals with disabilities, and their families from abuse, neglect, and exploitation. The Manager develops and strengthens support systems by fostering strategic partnerships with Tribal entities, external agencies, and service programs, as well as by providing training and education to individuals, families, community members, and service providers. Through a holistic, team-based, wrap-around service model, the Elder Care/APS Manager works to support elders and vulnerable adults in achieving their highest possible level of health, independence, and overall wellness within the Tribal community.
This position ensures confidentiality, security, and accuracy of records and promotes positive employee, client, and community relations. Strong written and verbal communication skills and outstanding client service to fellow employees, clients, vendors, etc. are expected. Regular attendance is required, and on occasion, later hours or weekend time may be required. A professional attitude and appearance are expected.
PRIMARY RESPONSIBILITIESPrimary responsibilities are the basic job duties that an employee must be able to perform. - Provide leadership and oversight of the Elder Care/APS Service Programs, including staff supervision, budget management, reporting, compliance and adherence to legal requirements.
- Develops and implement culturally relevant services aligned with the mission of the Nisqually Tribe, including the creation of an annual strategic plan that outlines program goals, objectives, timelines, reporting, and compliance requirements.
- Create and maintains culturally appropriate policies and procedures that align with the mission of the Nisqually Indian Tribe and comply with all Tribal, state, federal, local laws and regulations.
- Develops, submits, and manages grants and contracts to ensure compliance and effective service delivery.
- Evaluates current services and uses community input gathered through surveys and assessments, to develop or expand programs to meet identified needs and priorities.
- Builds and maintains collaborative partnerships with other Tribes, federal, state, and local agencies and organizations.
- Facilitates interdepartmental and external collaboration among providers and programs to deliver holistic, multidisciplinary support services that meet client needs.
- Ensure adherence to internal policies, regulatory requirements, APS ethics, and best practices, while providing guidance on implementing culturally competent, evidence-based approaches to care.
- Collaborate with Tribal programs and community groups to deliver culturally appropriate prevention and rehabilitation services and activities.
- Designs and implements multidisciplinary intervention procedures and processes.
- Develops and maintains procedures for crisis response services.
- Ensures timely and accurate completion of all documentation, including forms, diagnostic records, and progress notes, in accordance with all applicable laws and standards.
- Engage with community organizations and raise awareness about elder abuse prevention and available resources.
- Leads the APS team by providing guidance, assigning cases, mentoring staff, and overseeing case progress. Sets performance expectations, manage workflow, provides training, coaching, evaluations, and takes corrective action when necessary.
- Stays current on training, best practices, and professional development to ensure the delivery of high-quality, culturally competent services.
- Identifies potential risks for abuse or neglect and implements proactive measures to protect vulnerable adults or individuals with disabilities.
- Prevents, addresses, and resolves conflicts by collaborating with involved parties and following Nisqually Tribal Policies and Procedures.
- Implements and manages data systems to track productivity, service use, and reporting. Ensures data security and confidentiality in compliance with the Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2.
- Provides direct services or staff coverage as needed in the absence of caseworkers or other team members.
- Serves as the program liaison between Tribal departments and external agencies as needed.
- Demonstrates willingness and ability to learn and incorporate tribal culture, traditional practices, and alternative healing methods.
- Perform other duties as assigned.
- A master's degree in public administration, social work, criminal law/justice or closely related field AND two (2) years of full-time direct work experience in Social and Community Services management; OR
- A bachelor's degree in public administration, social work, criminal law/justice or closely related field from an accredited institution AND four (4) years of full-time direct work experience in Social and Community Services management; OR
- A combination of education and direct work experience that is equivalent to the above qualifications.
- Must have experience leading, managing and supervising staff.
- Must have experience with managing budgets, policy implementation, and compliance and reporting.
- Must acquire a working understanding of the Nisqually Elder Abuse Code and other applicable laws within 30 days of employment.
- Must have experience working with vulnerable populations including adults and children.
- Must possess a valid Washington State Driver's license and maintain a driving record that meets the minimum requirements established by the Nisqually Indian Tribes vehicle insurance provider.
- Successfully pass a pre-employment drug screen and criminal background check.
- Must pass a State and National (FBI) criminal history background check prior to employment.
- An understanding of laws and regulations regarding Adult Protective Services.
- Direct experience working with Adult Protection/Vulnerable Adult/Disability services.
- Experience managing APS services for vulnerable populations including adults and children.
- Knowledge of the Nisqually Indian Tribe's history, customs, traditions, and ability to demonstrate cultural sensitivity.
- Experience working with Federally Recognized Tribes.
This position supervises staff.
COMPETENCIES
Possesses the knowledge, skills, and abilities to successfully perform the primary responsibilities of the position.
Knowledge of:- Knowledge of Adult Protective Services (APS) principles, ethics, and best practices and legal requirements, including assessments, case management, court procedures, quality standards, and evaluation.
- Knowledge of Federal, State, local, and Tribal laws, including relevant confidentiality and data protection regulations (e.g. HIPAA, 42 CFR Part 2). Competent in legal codes, court procedures, government regulations and executive orders.
- Strong understanding of Tribal governance, culture, mission of the Nisqually Indian Tribe, and the impacts of current and historical trauma on Native Americans.
- Knowledge of performance-based management principles, budgeting, financial oversight, and program evaluation, and the ability to lead and supervise staff effectively.
- Experience with vulnerable populations, disability services, and systems of care for behavioral disorders, including rehabilitation practices for physical and mental disabilities.
- Familiarity with evidence-based practices and culturally sensitive approaches in social services, as well as alternative care methodologies relevant to Native American communities.
- Knowledge of crisis response protocols, intervention models, and trauma-informed care.
- Knowledge of grant writing, contract management, and reporting processes.
- Knowledge of administrative and office procedures and proficient in data management systems, office software (e.g. Microsoft), and managing files, records, forms, and reporting.
- Understanding of group behavior, societal trends, cultural diversity, and sensitivity to the needs of Native American communities.
- Knowledge of Government-to-Government relationships and the ability to work collaboratively with various agencies and organizations.
- Skilled in program management, leadership, quality assurance, and implementation of APS services using best practices.
- Experience in strategic planning, program development, and performance measurement and ensuring legal and regulatory compliance.
- Skilled in active listening, conflict resolution, negotiations, and problem-solving in complex situations across departments and agencies.
- Skilled in using logic and reasoning to evaluate strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Proficient in using data systems to track service delivery, productivity, and compliance, with a focus on accurate reporting.
- Skilled in conducting community outreach and facilitating culturally sensitive public engagement activities.
- Compassionate, tactful, and sensitive to the health, cultural needs, and alternative care practices of Native Americans.
- Skilled in mentoring, motivating, and inspiring staff and community members, while facilitating professional development and growth.
- Ability to lead multidisciplinary teams, facilitating collaborative, wrap-around service delivery.
- Ability to advocate for and protect vulnerable elders and individuals with disabilities while building strong partnerships with Tribal, local, state and federal agencies.
- Ability to organize and prioritize work, adapt to evolving community needs, and adjust services accordingly.
- Ability to assist other workers in developing and implementing effective techniques for service management.
- Ability to work independently, make sound decisions under pressure, and consider the best interest of individuals, families, and the Tribe.
- Ability to maintain confidentiality and handle sensitive information with integrity and discretion.
- Ability to represent the program and Tribe in a professional and culturally respectful manner.
- Ability to learn and integrate Tribal customs, culture, traditions, and alternative methods of care into service delivery.
- Ability to evaluate and respond to appropriately to crisis and manage conflict through negotiation and problem-solving.
- Ability to present material professionally and effectively in written and oral form.
- Ability to identify economic, cultural, physical, and environmental factors that support or limit family or individual success.
