POSITION TITLE: Facilities Manager
DEPARTMENT: Ray and Joan Kroc Corps Community Center (Kroc Center Hawaii)
SUPERVISOR: Director of Operations

In addition to performing maintenance-related functions, the FM provides leadership in the planning, coordination, and execution of maintenance and repair operations within a large, complex facility. The role encompasses supervisory, engineering, and administrative responsibilities, ensuring that all systems operate efficiently, safely, and in compliance with applicable standards. Due to the nature of the population served, the FM must also implement specialized maintenance practices and adhere to enhanced safety and security procedures.
The FM manages the technical, operational, and engineering aspects of construction, renovation, and facility design projects. The RJKCCC spans more than 200,000 square feet of program space across 15 acres, including parking areas and outdoor fields.
Facilities include a Worship and Performing Arts Center; an Aquatic Center with competition and recreational pools; a Health and Wellness Center; an Athletic Center with gymnasium and multipurpose field; an Early Education Center (preschool); a Community Education and Resource Center; banquet and conference spaces; administrative offices; a dormitory; kitchen facilities; and an off-property residence.
REQUIRED EDUCATION AND EXPERIENCE:
1. Minimum of five (5) years of progressively responsible, hands-on experience in facilities maintenance, including substantial supervisory experience, preferably overseeing technical staff and demonstrated leadership of a diverse team. Proven ability in hiring, training, supervising, evaluating, disciplining staff, as well as team building and change management.
2. Minimum of five (5) years of experience managing facilities comparable in size and complexity, such as those in higher education, healthcare, K-12 schools, community centers, or resort environments.
3. Comprehensive knowledge of repair, maintenance, and construction techniques, including the tools, materials, methods, and equipment used across multiple building and mechanical trades.
4. Working knowledge of applicable building codes, environmental regulations, and other governing standards related to facility maintenance and construction, including systems such as HVAC, plumbing, sewer, electrical, water, landscaping, irrigation, pool filtration, condensers, and dehumidification systems.
5. Ability to direct and oversee journey-level work across multiple trades; read, interpret, and maintain schematics and blueprints; and prepare or review technical drawings for the purpose of estimating repair and construction projects.
6. Experience monitoring and managing service contracts, vendor performance, and warranty compliance.
7. Demonstrated fiscal responsibility in developing and administering budgets related to facility operations and maintenance.
8. Strong proficiency in reading, writing, and communicating effectively in English, with excellent oral and written communication skills.
9. Valid driver's license and access to insured transportation.
10. Proficiency in Microsoft Office applications, computerized maintenance management systems (CMMS), and web-based HVAC/building automation systems, with experience in preventive maintenance programs.
PREFERRED EDUCATION AND EXPERIENCE:
1. BS in Engineering or related field.
2. Five years of hands-on experience working with HVAC and commercial pool filtration systems.
Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities will be accepted.
ESSENTIAL FUNCTIONS:
1. Direct, supervise, plan, evaluate, and coordinate the work of facilities staff, including Housekeeping and Security teams; establish goals, assign work, and adjust schedules and priorities as needed.
2. Provide oversight of staff training and development, including on-the-job and external training programs.
3. Make sound technical decisions across multiple trades, ensuring safe, efficient, and compliant operations.
4. Administer and maintain the work order system to ensure timely completion and accurate tracking of tasks.
5. Develop, implement, and oversee a comprehensive preventive maintenance program.
6. Procure materials, equipment, and supplies in accordance with organizational policies and budget constraints.
7. Oversee inventory and stock control systems for tools, parts, and supplies.
8. Evaluate and determine whether work should be performed in-house or outsourced to contractors.
9. Advise leadership on technical matters related to maintenance, repair, renovation, and replacement of facilities and equipment.
10. Ensure proper handling, storage, and disposal of hazardous materials in compliance with applicable regulations.
11. Oversee maintenance of critical systems, including high-voltage electrical, HVAC, aquatic systems, telecommunications, and multimedia cabling infrastructure.
12. Conduct daily inspections of all facilities, including aquatic centers, pools, recreational areas, gymnasium, performing arts spaces, education centers, childcare areas, dormitories, parking lots, and landscaped grounds to identify maintenance needs and capital improvement projects.
13. Monitor building systems daily, including electrical, security, communication, and ventilation systems.
14. Administer key control systems to ensure facility security and accountability.
15. Serve as the primary responder for fire alarms, hazardous material incidents, and emergency situations.
16. Maintain high operational efficiency across all facilities and systems.
17. Collaborate regularly with leadership, including the Director of Operations and Center Director, to establish priorities and recommend repairs, renovations, and capital improvements.
18. Maintain and administer warranty programs and documentation for facilities and equipment.
19. Train maintenance staff in the safe and proper use of equipment, tools, and cleaning materials.
20. Oversee maintenance, documentation, and compliance for all vehicles and motorized equipment.
21. Supervise and perform quality control inspections of work completed by internal staff and external contractors.
22. Implement systems and procedures to safeguard facilities, equipment, and supplies.
23. Monitor for and respond to graffiti or vandalism; document incidents with written reports and photographs, coordinate reporting to law enforcement when necessary, and ensure prompt repair.
24. Maintain a safe environment for employees, members, and guests; promptly report facility issues to leadership.
25. Oversee year-round pool maintenance in coordination with Aquatics staff, ensuring compliance with health and safety standards.
26. Attend and participate in all required staff and management meetings.
27. Establish and maintain administrative systems for accurate recordkeeping, including maintenance logs, expenditures, and required reports.
28. Perform other duties and responsibilities as assigned.
29. Maintain availability to work evenings, weekends, and holidays as required.
Supervisory/Management Expectations:
1. Leadership - Provide overall leadership for the Facilities Department at the RJKCCC by aligning departmental values with the broader center mission, implementing efficient operational systems, and fostering a culture of staff development and empowerment. Collaborate closely with other Kroc Center departments and managers to support organizational goals.
2. Budgeting - Develop, prioritize, and manage the physical plant budget. Oversee cost estimates, assess and prioritize needs, and recommend expenditures for parts, equipment, materials, and related resources.
3. Training - Lead and oversee on-the-job training for staff, incorporating external technical seminars and professional development opportunities as appropriate.
4. Setting Work Standards - Establish and enforce work standards in compliance with applicable building codes, the National Electric Code, and industry best practices, ensuring quality and consistency. Define measurable productivity benchmarks where applicable.
5. Reviewing Work - Monitor work quality through regular spot checks and detailed review of complex or non-routine projects. Provide guidance and make final technical recommendations as needed.
6. Counseling and Discipline - Address employee concerns by resolving informal complaints and participating in formal grievance processes when necessary. Administer corrective actions, including verbal and written warnings, in accordance with policy.
7. Personnel Management - Oversee recruitment processes by delegating initial screening and interviews, while reviewing and approving final candidates. Conduct and/or supervise performance evaluations and make recommendations regarding promotions and career development.
Other Operational Duties:
1. Develop and implement complex programs such as computer assisted inventory control, systems for recording costs to individual department units, energy conservation management, programs designed for handling repair contracts, minor capital outlay projects, special repairs, deferred maintenance and planned program maintenance systems.
2. Prepare budgets and projected replacement schedules (short, medium and long-term) for the operating systems and infrastructure. This will include FFE as it relates to the physical plant.
3. Develop plans to protect the campus environment and conserve vital energy resources. Establish and enforce an Energy Program. Responsible for ensuring compliance to local city codes such as hazardous material management, fire department and alarm inspections and insurance inspections.
4. Serves on the Safety Committee and other committees as assigned. Ensures compliance with Occupational Safety and Health Administration (OSHA), the Americans with Disabilities Act (ADA), and other applicable workplace requirements. Develops and documents emergency procedures for the Facilities department, along with routine maintenance schedules and logs.
5. Responsible for evaluating and reviewing all construction plans to ensure the design meets current and future operational needs, including energy efficiency and long-term sustainability. Propose redesigning solutions to meet operational and programming objectives. Ensure a seamless transition from the design, engineering and construction team to the RJKCCC's physical plant team.
6. Provide comprehensive support for logistical requirements related to event and special event setup. Actively participate in weekly BEO meetings to confirm and align logistics for both current and upcoming events. Collaborate with staff to review, plan, and prepare all necessary logistical tasks to ensure smooth execution.

PHYSICAL DEMANDS:
The Facilities Manager's position is physically demanding and requires the ability to perform a broad range of active, hands-on technical duties in support of facility operations.
This role involves prolonged periods of standing and walking, as well as frequent climbing of ladders, balancing, stooping, kneeling, bending, stretching, crouching, and crawling to inspect, access, and service building systems and equipment.
The position requires strong manual dexterity and hand-eye coordination to safely operate tools, machinery, testing instruments, and diagnostic equipment. Clear visual acuity, both near and distance, is essential for reading technical diagrams and blueprints, inspecting mechanical and electrical components, and identifying potential safety hazards.
The employee must regularly push, pull, lift, and carry up to 25 - 50 pounds and occasionally lift or move items exceeding 50 pounds in connection with equipment installation, repair, and material handling. All physical tasks must be performed safely and efficiently in a variety of indoor and outdoor environments, which may include exposure to varying temperatures and weather conditions.
The position also requires availability to work all shifts, including evenings, weekends, holidays, and special events, as operational needs dictate.
COMMUNICATION DEMANDS:
The Facilities Manager must demonstrate strong, professional communication skills to effectively coordinate facility operations and support organizational needs. This role requires frequent verbal and written communication with co-workers, supervisors, clients, contractors, and vendors to address maintenance requests, coordinate projects, and resolve operational issues. Responsibilities include responding promptly to written and verbal inquiries, preparing work orders and reports, documenting repairs and inspections, and maintaining accurate maintenance records.
The position requires the ability to clearly train and provide both verbal and written instructions to maintenance staff and contractors, as well as the ability to receive, interpret, and execute detailed instructions. Regular use of telephones, email, and other current communication technologies is essential.
The Facilities Manager must consistently interact with co-workers, community members, and vendors in a courteous, positive, and professional manner, reflecting the standards and mission of The Salvation Army. DESCRIPTION OF WORK ENVIRONMENT:
The Facilities Manager performs duties in a dynamic and physically active environment, with the majority of work conducted outdoors across The Kroc Center in Ewa Beach. The role routinely requires exposure to varying weather conditions, including heat, humidity, rain, wind, and prolonged sun exposure.
Work may also involve indoor mechanical rooms, rooftops, utility areas, and other facility spaces that may present elevated temperatures, noise, dust, or confined conditions. The Facilities Manager must be prepared to safely perform responsibilities in these environments while maintaining high standards of operational readiness, safety compliance, and service excellence.
EQUIPMENT NEEDS:
The Facilities Manager must be proficient in the safe and effective use of a wide range of tools, machinery, and technical equipment necessary to maintain commercial facilities and infrastructure.
CERTIFICATES & LICENSES:
Must have a valid driver's license and insured transportation and participation in The Salvation Army's Fleet Safety Program on an annual basis. Submit a copy of DMV Driving Record with less than two (2) violations (moving or accident) in last twelve (12) months to be eligible for this position.
First Aid, CPR and AED Certificate. Meet all health and safety regulations as defined by the Health Department as well as The Salvation Army.
