SUMMARY

The Sununu Youth Services Center (SYSC) is the State’s sole secure treatment facility for adjudicated and detained youth. The Bureau Chief directs all aspects of operations management, strategic leadership, and program oversight, ensuring a safe, trauma‑informed therapeutic residential environment that includes multidisciplinary residential, educational, vocational, and clinical programs. The position leads a transformative multi‑year initiative to improve clinical and therapeutic models of care and supports a healing culture in collaboration with government, regulatory agencies, and stakeholders.

MINIMUM QUALIFICATIONS

Path 1: Master’s Degree Education: Master’s degree in business administration, criminal justice, sociology, social work, psychology, or related field; training in adolescent development and behavioral health highly recommended. Experience: Eight years of progressive executive‑level leadership in residential youth rehabilitation/treatment programs or similar public‑sector programs; at least four years in a management‑level position with program administration, supervision, planning, or evaluation responsibilities; experience in improving youth outcomes, building a positive culture, and engaging union and external stakeholders. Path 2: Bachelor’s Degree Education: Bachelor’s degree in business administration, criminal justice, sociology, social work, psychology, or related field; training in adolescent development and behavioral health highly recommended. Experience: Ten years of progressive executive‑level leadership in residential youth rehabilitation/treatment or comparable programs; at least four years in a management position with program administration, supervision, planning, or evaluation; experience in improving youth outcomes, culture building, and stakeholder engagement. LICENSE/CERTIFICATION: Valid driver’s license and/or access to transportation for statewide travel. RESPONSIBILITIES

Provides leadership to execute transformational initiatives, including strategic planning, clinical and therapeutic model improvement, and post‑discharge transition strengthening. Accounts for all aspects of SYSC administrative, business, and program operations: long‑range planning, safety and security, policy authorization, staffing analysis, contract oversight, and performance metrics for youth outcomes and compliance. Ensures a safe, secure environment that supports educational, vocational, and treatment goals, monitoring youth following state, federal, and regulatory standards. Directly oversees daily facility operations and collaborates with DHHS Facilities on physical plant issues. Manages contract performance with clinical, psychiatric, and education staff, ensuring services meet state and federal requirements. Fosters a culture of safety, transparency, and professional respect; coaches staff and leads a high‑performing administrative team. Serves on DCYF Executive and Management Teams, advising department leadership, and providing technical expertise in program, policy, and regulatory matters. Develops integrated child welfare and juvenile justice programs in collaboration with DCYF. Represents DCYF and SYSC to government, media, and community partners, providing testimony and coordinating policy advocacy. Directs the bureau’s operational budget, ensuring expenditures align with departmental financial guidelines.
