JOB SUMMARY & ESSENTIAL FUNCTIONS
The Clinical Program Supervisor provides clinical, operational, and administrative leadership for assigned behavioral health programs and multidisciplinary teams. This role is responsible for ensuring high-quality patient care, regulatory compliance, workforce development, operational performance, and achievement of departmental goals. Using evidence-based, strengths-based, trauma-informed, recovery-oriented, and culturally responsive practices, the Clinical Program Supervisor oversees service delivery, supports employee development, promotes quality improvement, and ensures alignment with Valle del Sol's mission, values, and strategic priorities. The Clinical Program Supervisor directly supervises assigned staff and collaborates with Clinical Team Leads, providers, operational leaders, and community partners to ensure integrated, patient-centered care. Clinical Program Supervisors may be assigned to one or more specialty populations, service lines, or care settings. Program assignments and responsibilities may change based on organizational needs and may include General Mental Health (GMH), Serious Mental Illness (SMI), Birth to Five/Early Childhood Services, Substance Use Treatment, Opioid Treatment Program (OTP), School Based, Integrated Behavioral Health, and other specialty programs. Clinical Leadership & Program Oversight Provide clinical leadership and oversight for assigned behavioral health programs and service lines. Ensure delivery of high-quality, evidence-based, trauma-informed, recovery-oriented, and culturally responsive services. Support complex case consultation, risk management, crisis response, and clinical decision-making. Monitor service delivery practices and patient outcomes to ensure compliance with organizational, payer, and regulatory requirements. Partner with Clinical Team Leads and staff to support clinical excellence and patient-centered care. May provide direct clinical services as clinically indicated and/or per program needs. Staff Supervision & Workforce Development Directly supervise assigned clinical and behavioral health staff, including therapists, clinicians, care coordinators, case managers, peer support staff, and interns. Conduct hiring, onboarding, orientation, coaching, performance evaluations, disciplinary action, and employee development activities. Establish performance expectations and monitor productivity, quality, engagement, and professional development goals. Ensure required supervision is provided and documented in accordance with organizational and regulatory requirements. Support employee retention, succession planning, licensure progression, and leadership development. Foster a positive, accountable, and psychologically safe work environment. Quality, Compliance & Risk Management Ensure compliance with AHCCCS, ADHS/OBHL, accreditation, contractual, payer, and organizational requirements. Monitor documentation quality, productivity standards, and key performance indicators. Review and approve clinical documentation completed by staff when required by licensure, credentialing, or regulatory standards. Oversee chart audits, corrective action plans, and quality improvement initiatives. Support accreditation readiness, regulatory audits, and compliance monitoring activities. Monitor patient safety concerns, incident reporting, grievances, and risk mitigation efforts. Program Operations & Performance Management Monitor staffing levels, patient access, service capacity, productivity, and operational performance. Ensure adequate clinical coverage and continuity of care during staff absences and transitions. Approve schedules, timesheets, and time-off requests in accordance with organizational policies. Support implementation of organizational initiatives, policies, workflows, and process improvements. Analyze program performance metrics and identify opportunities for operational improvement. Assist with budget planning, resource allocation, and workforce planning activities. Collaboration & Community Partnerships Develop and maintain collaborative relationships with healthcare providers, schools, community agencies, health plans, and other stakeholders. Support integrated care and multidisciplinary collaboration across service lines. Participate in community meetings, committees, and partnership activities. Promote continuity of care and service integration across programs and levels of care. Represent Valle del Sol professionally within the community and behavioral health system. Professional Responsibilities Maintain all required licensure, certifications, credentialing, and continuing education requirements. Participate in leadership development, training, committee work, and organizational initiatives. Demonstrate professional conduct consistent with Valle del Sol's mission, values, Emotional Quotients, and Code of Ethics. Promote a culture of safety, accountability, innovation, and continuous improvement. Perform other duties as assigned. PROGRAM-SPECIFIC RESPONSIBILITIES General Mental Health (GMH) Provide oversight of outpatient therapy, care coordination, and integrated behavioral health services to children and adults. Support treatment planning, documentation quality, and patient engagement initiatives. Assist staff with complex clinical cases, co-occurring disorders, and transitions of care. Support trauma-informed, family-centered, and developmentally appropriate interventions. School-Based Services Provide oversight of school-based clinicians and care coordination staff. Support school partnerships, educational collaboration, and community engagement. Monitor access, quality, and school-based service delivery outcomes. Birth to Five / Early Childhood Services Provide oversight of early childhood behavioral health and family support services. Coordinate with AzEIP, DCS, WIC, pediatric providers, and community agencies. Support staff development in evidence-based early childhood interventions. High Needs Youth Provide oversight of high-acuity youth services and multidisciplinary care coordination. Support complex case consultation, crisis response, and Child & Family Team processes. Collaborate with DCS, Juvenile Probation, schools, health plans, and community providers. Substance Use Disorder Program (SUD) / Opioid Treatment Program (OTP) / Medication Assisted Treatment (MAT) Provide oversight of behavioral health services within SUD and OTP/MAT programs. Support compliance with grant, payer, accreditation, and regulatory requirements. Collaborate with medical providers, nursing staff, and recovery support teams. Integrated Care Provide oversight of integrated behavioral health services. Support collaboration between behavioral health, medical, psychiatric, and care management teams. Promote whole-person wellness and population health initiatives. QUALIFICATIONS Education Required: Master's degree in Counseling, Marriage and Family Therapy, Social Work, Addiction Counseling, or a related behavioral health field from an accredited institution. Preferred: Additional coursework or training in leadership, supervision, healthcare administration, quality improvement, integrated care, or organizational development. Experience Required: Minimum five (5) years of applied clinical experience at the licensure level. Minimum one (1) year of leadership, supervisory, team lead, or program coordination experience. Experience providing behavioral health services within a community behavioral health setting. Preferred: Previous supervisory experience managing multidisciplinary teams. Experience in assigned specialty populations or service lines. Experience with AHCCCS, accreditation standards, and quality improvement initiatives. Licensure/Certification Required: Active Independent-Level License (LPC, LCSW, LMFT, or LIAC) in good standing with the Arizona Board of Behavioral Health Examiners. Behavioral Health Professional (BHP) eligibility and credentialing. BLS certification, or ability to obtain within five (5) days of start date. Arizona Level I Fingerprint Clearance Card, or ability to obtain within five (5) days of start date. Preferred: Clinical supervision training. Specialized certifications in trauma-informed care, integrated care, DBT, EMDR, PCIT, quality improvement, leadership, or evidence-based treatment practices. Other Requirements Must be at least 18 years of age. Must be authorized to work in the United States. Must be able to pass pre- and continued employment screenings successfully. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of behavioral health regulations, accreditation standards, payer requirements, and community behavioral health systems. Knowledge of evidence-based treatment practices, trauma-informed care, recovery-oriented services, and integrated care models. Knowledge of clinical supervision, workforce development, performance management, and employee engagement practices. Knowledge of quality improvement, risk management, utilization management, and compliance monitoring processes. Strong clinical assessment, diagnostic formulation, treatment planning, and case consultation skills. Ability to provide clinical leadership, guidance, and support for complex behavioral health cases and service delivery challenges. Ability to supervise, coach, mentor, and develop multidisciplinary staff. Ability to establish performance expectations, provide feedback, and address performance concerns effectively. Ability to analyze operational, quality, productivity, and workforce data to support decision-making and continuous improvement. Ability to manage multiple priorities while balancing patient care, staff needs, operational goals, and regulatory requirements. Strong leadership, conflict resolution, change management, and problem-solving skills. Strong verbal, written, presentation, and interpersonal communication skills. Ability to build collaborative relationships with patients, staff, community partners, schools, healthcare providers, and other stakeholders. Ability to lead multidisciplinary teams and foster a culture of accountability, psychological safety, and continuous learning. Ability to maintain accurate documentation and ensure compliance with organizational, payer accreditation, and regulatory requirements. Ability to provide culturally responsive, trauma-informed, recovery-oriented, and patient-centered leadership. WORKING CONDITIONS & PHYSICAL REQUIREMENTS Work Environment This position may operate in clinical, office, or community settings including clinics, administrative offices, outreach locations, client homes, partner agencies, and community sites. Employees may interact with individuals experiencing behavioral health challenges, emotional distress, or complex social needs. Standard safety precautions and personal protective equipment (PPE) may be required as applicable. Some positions may require local travel between Valle del Sol sites or community locations. COMPLIANCE REQUIREMENTS Employees must maintain compliance with all Valle del Sol policies and applicable regulatory requirements, which may include: Licensure, certification, credentialing, and/or privileging requirements applicable to the position. Required immunizations and occupational health clearances. Tuberculosis (TB) testing and Hepatitis B screening or declination, when applicable. Arizona Level I Fingerprint Clearance Card when required by law or program. Valid driver’s license and acceptable driving record when operating a vehicle for company business. Completion and maintenance of required training, certifications, and continuing education.
