Position Summary The Junior Business Analyst supports enterprise health information technology (IT) modernization initiatives by providing business analysis, data analytics, systems migration planning, and portfolio management support. This role assists in the transition and decommissioning of legacy IT systems, supports enterprise analytics platforms, and develops data-driven recommendations to optimize future-state health IT capabilities. The analyst works collaboratively with technical and functional stakeholders to maintain analytic tools, develop dashboards and reports, conduct systems analyses, and support governance, cybersecurity, and strategic planning activities. Key Responsibilities Support enterprise health information technology modernization initiatives by conducting business, systems, and data analyses that enable organizations to transition from legacy environments to future-state digital capabilities Develops and maintains analytical frameworks that connect business functions, technical systems, infrastructure, and portfolio management activities, providing quantitative insights that support strategic decision‑making, capability optimization, and enterprise transformation efforts. Responsible for supporting comprehensive migration and transition planning activities, including the identification of system interfaces, dependencies, redundancies, and opportunities for capability consolidation. Evaluates modernization scenarios, assesses downstream impacts, and delivers actionable recommendations that inform technology investment and sequencing decisions. Provide operational support for enterprise analytics platforms by assisting with database administration, configuration and release management, user access and training, system documentation, and help desk activities. Supports Risk Management Framework (RMF) and Authority to Operate (ATO) activities, contributes to Plans of Action and Milestones (POA&M) development, and ensures adherence to organizational governance and compliance requirements. Maintaining and analyzing legacy system disposition data to support decommissioning and modernization initiatives. Develops reports, dashboards, and performance metrics that provide visibility into system status, progress, and dependencies. Leverages advanced analytical methodologies, including network analysis, data reconciliation techniques, and quantitative scoring models, to identify system relationships, assess capability overlap, and support enterprise planning and investment decisions. Tracking implementation progress, forecasting costs and potential savings, evaluating return on investment (ROI), and conducting analyses of alternatives (AoAs). Prepares executive‑level briefings, presentations, and integrated product reviews that communicate findings, risks, and recommendations to senior leadership and stakeholders. Strong analytical thinking, attention to detail, and the ability to translate complex technical information into clear, data‑driven insights that support organizational transformation and strategic objectives.
