Are you looking to make a difference and join a highly motivated team working on issues critical to ensuring the safety and sustainability of California? The Data Analytics Division is seeking a Research Data Supervisor II (RDSupII) to help enable data-informed decision making.

Under the general direction of the Chief Data Officer, within the GIS Unit of the Data Analytics Division, the incumbent will independently perform bulk spatial data processing, updates, quality control, and database ingestion of utility data submissions. The RDSupII will manage a team of Research Data Specialists and Analysts to develop and implement maps, dashboards, Web Apps, and other tools for analyzing, viewing, and evaluating geographic, demographic, utility infrastructure, excavation, and other data in programmatic analyses of activities associated with wildfire risk mitigation and underground infrastructure safety. The incumbent is distinguished as a consultant and advisor to management on data storage, performance, validation and QA/QC processes, and training non-technical staff to use spatial data products to perform additional workflows.

The Data Analytics Division supports the operational needs of the Office of Energy Infrastructure Safety. The division creates, maintains, distributes, and operationalizes information to enable data-supported decisions that are faster, more consistent, and more transparent. Working Conditions

Effective July 1, 2025, The California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

This position located in Sacramento and may be eligible for a hybrid telework schedule for applicants residing in California, in accordance with Government Code Section 14200 and the Department’s current telework policy. A hybrid schedule typically includes working remotely and physically reporting to the office a minimum of two days per week; however, the specific number of in-office days and the overall telework schedule are subject to change at the sole discretion of the Department based on operational needs, policy changes, or direction from State leadership. Employees may be required to report to their designated work location with minimal notice. Telework does not alter the terms and conditions of employment, essential job functions, or compliance with departmental policies .

1) Describe your experience leading a technical team of GIS or data professionals. How have you fostered a culture of innovation and continuous learning while ensuring the delivery of high-quality, defensible data products?

2) Provide an example of a time you oversaw the implementation or operation of an enterprise GIS system (utilizing tools like ArcGIS Enterprise, Utility Network, or Python APIs) to solve a complex analytical problem. How did you implement data governance and QA/QC standards to ensure the accuracy and reproducibility of the results?

3) Describe a time you implemented an emerging technology - such as AI, Machine Learning, or Generative AI - to improve a geospatial program. How did you ensure the technology was adopted responsibly and that the resulting data remained defensible for regulatory or policy decisions?

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within 30 days of appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

* Experience managing complex projects

* Experience managing multiple staff

* Experience using ArcGIS Pro, ArcGIS Online, and creating other tools in Esri environments

* Experience with development of data analysis and visualization tools with Python, including ArcGIS Python programming using ArcPy or ArcGIS API for Python

* Experience with data QA/QC processes and data cleaning

* Familiarity with automation using webhooks, Micr osoft Power Automate, and other tools to integrate realtime or updating data

* Experience presenting findings and recommendations to stakeholders, management, and subject matter experts

* Interest and enthusiasm for power systems, safety, and risk modeling
