Job Summary 

The Technical Delivery Manager (TDM) is an individual contributor responsible for the successful end-to-end delivery of technology initiatives across software development, infrastructure, integrations, system enhancements, strategic transformations, and business-as-usual (BAU) activities. The role leads cross-functional delivery teams, establishes governance and success measures, manages execution and dependencies, and drives accountability for outcomes. The TDM ensures technology solutions align with business priorities, risk requirements, security expectations, quality standards, and operational requirements while maintaining service continuity and production stability. 

Key Responsibilities

Technology Delivery Leadership 

• Lead end-to-end delivery of technology initiatives, including software development, system enhancements, infrastructure initiatives, integrations, and strategic transformations. 
• Manage scope, schedules, resources, dependencies, risks, issues, decisions, deliverables, and outcomes. 
• Establish delivery plans, milestones, governance routines, controls, and measurable success criteria. 
• Coordinate multiple concurrent initiatives while maintaining delivery quality, operational stability, and service continuity. 
• Ensure alignment between business priorities and technology execution, escalating conflicts and constraints as appropriate.

Software Development Delivery 

• Partner with architecture, engineering, quality assurance, product, security, operations, and business teams throughout the Software Development Life Cycle (SDLC). 
• Drive Agile, Scrum, Kanban, , or hybrid delivery methodologies based on initiative needs and organizational standards. 
• Manage release planning, sprint execution, testing, deployment, change coordination, and production-readiness activities. 
• Ensure technical solutions meet quality of service, performance, scalability, security, resiliency, and operational requirements. 
• Monitor delivery progress, facilitate issue resolution, and remove impediments affecting team execution. 

Business-As-Usual Delivery Management 

• Oversee technology-driven operational initiatives, enhancements, upgrades, maintenance, and regulatory changes. 
• Prioritize and manage competing business requests within established capacity and resource constraints. 
• Coordinate production support, maintenance releases, remediation activities, and operational improvements. 
• Balance strategic project demands with service continuity, control requirements, and operational commitments. 

Stakeholder Management 

• Build effective working relationships with business leaders, technology teams, the EPMO, risk and control partners, vendors, and executive stakeholders. 
• Facilitate decision-making, issue resolution, risk acceptance discussions, and escalation management. 
• Provide regular status reporting, dashboards, executive communications, and transparent reporting of risks, dependencies, and decisions. 

• Translate technical concepts, constraints, and delivery risks into clear business-focused outcomes and recommendations. 

Compliance Responsibilities 

Complies with all applicable state and federal banking laws, regulations, and internal policies related but not limited to lending, operations, and deposit requirements, including Bank Secrecy Act (BSA), Anti-Money Laundering (AML) requirements, Office of Foreign Assets Control (OFAC) regulations, Customer Identification Program (CIP) requirements, Financial Elder Abuse reporting laws, Sexual Harassment prevention policies, information security and privacy requirements.

Required Knowledge 

• Technology delivery management across software development, infrastructure, systems integration, and enterprise technology initiatives. 
• SDLC practices, release management, testing, deployment, production readiness, and operational support. 
• Agile, Scrum, Kanban, , and hybrid delivery methodologies. 
• Technology risk, security, resiliency, quality, change management, and operational control requirements. 
• Portfolio and project governance, dependency management, capacity planning, executive reporting, and vendor coordination.

Equipment Operated 

• Operates standard electronic computers and customary office equipment required to perform essential job functions.

Education and Experience 

• Bachelor's degree in Information Technology, Computer Science, Business, or a related field, or an equivalent combination of education and relevant experience. 
• 8+ years of progressive experience leading technology initiatives and delivery teams across software development, infrastructure, integrations, or enterprise technology programs. 
• Experience managing enterprise technology initiatives through planning, execution, testing, deployment, production readiness, and transition to operations. 
• Experience in banking, financial services, or another regulated environment preferred. 
• Scrum Master, SAFe, Project Management Professional (PMP), or equivalent certification preferred.

Minimum Absence Requirement

Some positions within the Bank have been designated as sensitive positions due to access to critical systems, records, or processes. In accordance with Bank policy and sound internal‑control practices, employees in sensitive positions are required to complete a mandatory consecutive absence from essential duties each calendar year to support segregation of duties and independent review.

The required absence will be scheduled in coordination with management to ensure continuity of operations. Administration of absence, including paid or unpaid status, will comply with all applicable federal, state, and local wage and hour and leave laws, including California requirements.

Required Minimum Absence for This Position: Two (2) Consecutive Weeks

Officer Title Eligibility 

For qualified positions, the Bank may designate an Officer Title based on the role’s job level, scope of responsibility, and alignment with established competency frameworks. Eligibility for an Officer Title designation is contingent upon the employee meeting defined competency, performance, and experience requirements and is governed by applicable Bank policies, governance standards, and required approval processes.

Compensation

The listed range represents the full compensation range for this position. Placement within the range will be determined based on factors including skills, relevant experience, job‑related qualifications, geographic location, and internal equity, in accordance with Bank compensation policies.

• Exempt Salary Range: $129,584 – $240,656 per year
