Agency: TEA Work Mode: With the option to work up to 80% - 100% remotely Anticipated start date: 09/01/2026 Location: Austin, TX (Hybrid work) Job ID: 70127003and004 Position: Business Analyst (Business Analyst 3, Applications/Software Development) Description of Services Texas Education Agency requires the services of 2 Business Analysts, hereafter referred to as Candidate(s), who meet the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Education Agency. All work products resulting from the project shall be considered “works made for hire” and are the property of the Texas Education Agency and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Education Agency will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). The Business Analyst (BA) position at the Texas Education Agency works on multiple projects that support the mission of the agency of improving outcomes for Texas students, with a focus on major enhancements and/or rewrite effort. This position will perform advanced, senior‑level business analysis work. The BA serves as the conduit between the program/customer community and the software development team through which requirements flow. The BA will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus is shifted towards the management of the requirements specification and verifying the fulfillment of all requirements, including requirements for enhancements post‑implementation. Essential Functions Elicitation & Analysis – Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Elicits requirements using joint application development (JAD), interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis. Requirements Writing & Visual Output – Transforms information from elicitation sessions into business and functional requirements, use cases, user stories, software requirements specifications documents, wireframes, and mockups. Uses standard templates and simple, unambiguous, and concise natural language. BA Best Practices & Mentorship – Acts as a mentor to peers and colleagues in disseminating best practices and proactively seeks out training opportunities. Using TEA Tools Effectively – Uses TEA tools, such as Jira and Modern Requirements, to manage the change control process, participate in the SDLC, and track and communicate requirements status. Minimum Requirements 8+ years of experience eliciting requirements from interviews with customers and creating well‑written system requirements. 8+ years of experience with software development life cycles (SDLCs). 8+ years of experience in business process re‑engineering and software process flow improvement. 8+ years of experience developing user stories and use cases that conform to business analysis best practices. 8+ years of experience designing mockups and/or wireframes that conform to UX best practices. 5+ years of demonstrated strong communication and facilitation skills. 5+ years of demonstrated strong writing and organization skills. 3+ years of documented experience working for or closely with TEA, or a federal/state/local education agency, or an educational vendor. 2+ years of documented work experience with Atlassian Jira. 2+ years of documented work experience with Modern Requirements. Terms of Service Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027. Total estimated hours per Candidate shall not exceed 1984 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. Work Hours and Location Services shall be provided during normal business hours unless otherwise coordinated through the Texas Education Agency. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at William B. Travis State Building, 1701 North Congress Avenue, Austin, Texas 78701. The working position is Hybrid – On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Education Agency will provide pre‑approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre‑approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested.
