SUD Provider Liaison

Pay Grade: 6

Under the supervision of the SUD Grants Manager and the oversight of the Director of Substance Use Disorder Programs, the SUD Provider Liaison monitors and manages SUD contracts lifecycle and purchase orders and invoice processing. 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

• Process all invoices for grant programs, special grants, and SUD services, ensuring fiscal accuracy and timely turnaround
• Monitor the submission, revision, and compliance of grant agreements and amendments
• Serve as the dedicated liaison for the SUD provider network for purchase order issuance, budget modifications, and invoice processing needs
• Collect, reconcile, and analyze data for mandatory state and federal financial and outcome reports
• Monitor and track SUD provider network grant utilization, spend-down rates, and expenditures
• Facilitate internal DWIHN SUD reallocation committee meetings and present financial tracking models
• Present regular updates regarding funding utilization, operational metrics, and program outcomes
• Ensure all expenditures meet allowability, allocability, reasonableness, and necessity standards under federal and state guidelines
• Coordinate the rescission or reallocation of funds when necessary to prevent lapses in service or administrative gaps
• Assist in procuring service providers and contracted vendors for special grants, and manage contract lifecycles
• Organize regular technical assistance webinars to address common administrative hurdles and operational bottlenecks
• Act as the primary point of contact for providers struggling with data entry portals, billing systems, and reporting tools
• Establish Standard Operating Procedures (SOPs) for grant monitoring and workflow optimization to ensure all providers meet performance benchmarks and KPIs
• Assist with grant reporting in EGrAMS, MhWIN, and other state/federal grant monitoring tools
• Attend DWIHN training courses and any other training as required
• Perform related duties as assigned

KNOWLEDGES, SKILLS AND ABILITIES (KSA’S)

• A commitment to process improvement, workflow optimization, and the ability to design data-driven workflows that minimize manual errors
• Knowledge of DWIHN policies, procedures, and contract management practices
• Knowledge of the DWIHN provider network, community resources, and continuum of care models
• Knowledge of the Michigan Mental Health Code and state/federal healthcare regulations
• Knowledge of MDHHS policies, rules, regulations, funding streams, and reporting procedures
• Knowledge of Federal policies, rules, regulations, and grant compliance guidelines as it relates to DWIHN and SAMHSA
• Knowledge of MHWIN, Electronic Health Record (EHR) systems, and regional data management platforms
• Knowledge of the clinical care process (screening, assessment, treatment planning, case management, and continuing care)
• Knowledge of Medicaid billing, local/regional/national codes, laws, and health care delivery regulations
• Knowledge of Medical Necessity Criteria and Service Utilization Guidelines for Behavioral Health Services
• Knowledge of the American Society of Addiction Medicine Patient Placement Criteria (ASAM)
• Knowledge of regulatory standards, fiscal governance, and industry best practices
• Knowledge of Prepaid Inpatient Health Plans (PIHP)
• Proficiency in the entire grant lifecycle from pre-award research and financial modeling to post-award closeout
• Proficiency in financial analysis, variance tracking, budget reconciliation, and data modeling
• Advanced computer skills in Microsoft Office Suite (Excel functions including VLOOKUP/Pivot Tables, Word, PowerPoint, Access, Outlook, Teams) and database management tools
• Ability to translate complex clinical concepts and performance data into persuasive grant applications, financial summaries, and executive reports
• Capacity to pivot operational strategies based on shifting priorities, emergency community needs, or budgetary reallocations
• Strong analytical, evaluation, and data-gathering skills
• Attention to detail and accuracy in fiscal tracking and contract monitoring
• Project management, time management, and organizational skills
• Critical thinking, problem-solving, and judgment/reasoning ability

REQUIRED EDUCATION:

A Bachelor’s Degree in Business Administration, Finance, Accounting, Public Health, Healthcare Administration, Health Management, Public Administration, Psychology, or a related field. (Master's degree such as MBA, MHA, MS in Finance, or MPH preferred).

REQUIRED EXPERIENCE:

• 1 to 3 years of professional experience in healthcare administration, finance, contract administration, grant management, public health, or business operations.

(Note: A Master's degree in Business Administration, Finance, Healthcare Administration, or Public Health may substitute for required professional experience).

• Demonstrated experience in financial analysis, invoice/purchase order reconciliation, contract lifecycle management, and regulatory compliance preferred.

REQUIRED LICENSE(S).

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

WORKING CONDITIONS :

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan. This position can work remotely with supervisory approval
