Supervisor I

Under the general direction of the Supervisor II, the Supervisor I in the Financial Processing Unit III, performs a wide range of complex managerial and analytical tasks related to the provision of the Validate as You Go (VAYGo) program as well as compliance verification procedure pertaining to any federal and state disaster assistance grant program, including but not limited to: Public Assistance (PA) Disaster Grant, Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Immediate Services Program (ISP), and others. VAYGo is the concurrent validation of project documentation as Federal Assistance funds are drawn down by the grant recipient to ensure proper disbursement and expenditures of funds.

The Supervisor I directs fully developed staff functions; supervises a group of technical and analytical staff performing journeyperson or clerical level work; and personally performs the most difficult or sensitive work. The Incumbent is responsible for management, supervision, and organization of resources, as well as the implementation of program objectives. To ensure program objectives are met, the Supervisor I may be required to work extended hours, e.g. nights, weekends, and holidays. The Supervisor I is responsible for managing staff during both normal and disaster recovery operations.

Primary management duties involve supervisorial responsibility for staff; planning, coordinating, and directing resources effectively; developing, reviewing, and approving all program-related documentation; soliciting and ensuring necessary input from and coordination with all persons contacted in the course of work; making financial, programmatic, and administrative decisions on all aspects of the program; and making recommendations to upper management.


In alignment with the strategic plan, the Supervisor I develops, directs, and empowers staff to ensure they are customer-focused innovators and problem solvers providing a high level of service and technical expertise in their delivery of services. The Supervisor I identifies innovative opportunities and makes recommendations for potential consideration for the strategic plan, undertakes department-wide projects, and anticipates the needs of, and impacts on, disaster recovery program and operation. The Supervisor I establishes and maintains relationships with various internal and external stakeholders, promotes organizational efficiency and operational excellence.

Working Conditions
This position is located in the Financial Processing Unit in Mather, CA.

Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.

The Recovery Directorate is comprised of three sections - Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Demonstrated experience managing complex disaster recovery, financial administration, or grant compliance programs, including oversight of federal and state disaster assistance grants (e.g., PA, FMAG, HMGP, ISP).
  • Strong leadership experience supervising analytical and technical staff, including hiring, training, performance evaluation, and applying progressive discipline.
  • Experience planning, directing, and coordinating program resources, ensuring alignment with organizational goals, federal mandates, and strategic initiatives.
  • Ability to develop and implement program procedures, policies, analytical studies, and alternatives that support program effectiveness and operational excellence.
  • Proficiency in reviewing financial and compliance documentation, validating grant payments, analyzing federal audits, and preparing comprehensive reports and presentations.
  • Experience providing technical assistance, training, or educational support to local governments, applicants, or other stakeholders on program-related matters.
  • Strong ability to build and maintain effective working relationships with federal, state, local, and voluntary agencies; experience coordinating with FEMA is highly desirable.
  • Demonstrated skill in managing multiple priorities under tight timelines, including during emergency activation, disaster response, or high-pressure operational environments.
  • Ability to anticipate program needs, identify innovative opportunities, and contribute to department-wide initiatives and strategic planning.
  • Excellent written and verbal communication skills, including preparing detailed plans, memos, correspondence, technical documents, and briefings.
  • Knowledge of relevant state and federal laws, rules, regulations, policies, and procedures related to disaster assistance and financial processing.
  • Demonstrated commitment to customer service, responsiveness, collaboration, and supporting an equitable and inclusive workplace.
  • Ability to work independently and exercise initiative, good judgment, tact, and resourcefulness in daily tasks and decision-making.
