CWCB Administration and Operations Section Chief (Management)

About the Colorado Department of Natural Resources (CDNR) The CDNR manages and conserves Colorado’s natural resources for the benefit of all citizens, balancing development with conservation to provide future opportunities for communities across the state. It is governed by a 15‑member board and works to protect Colorado’s water resources, manage allocations, and support federal and interstate water agreements. The CWCB’s work unit administers daily operations, including budget formulation, funding, planning, accounting, and operations management. Position Purpose Provide leadership, management and vision for effective and efficient operations of the CWCB. Responsibilities include long‑range budgeting and strategic planning, integration of funding programs, performance tracking, and streamlining internal functions. Specific Duties CWCB Financial Strategic Planning: Manage budget, procurement and accounting staff; develop and recommend short‑ and long‑range financial objectives; support the Director and Deputy Director with data collection, analysis and resource allocation recommendations. Performance Management and Process Improvement: Establish vision, goals and strategies for long‑term and short‑term process improvement; lead initiatives to review and improve internal processes to increase operational efficiency and customer service. Operations Management: Oversee internal operations, including budget, procurement, accounting, office resources, website maintenance and data management; develop and implement policies, procedures and strategies to ensure effective operation of the division. Minimum Qualifications Option 1: Ten (10) years of experience in water policy analysis, budget management, and legislative and policy analysis. Option 2: Bachelor’s degree in business administration, natural resources management, environmental science, environmental policy, natural resource economics, or a related field. Six (6) years of experience in water policy analysis, budget management and legislative and policy analysis. Required experience must be substantiated in the work experience section of the application. Part‑time work will be prorated. Substitutions Additional education may substitute for required experience on a year‑for‑year basis (Bachelor’s = 4 years, Master’s = 2 years, Doctorate = 1 year). Preferred Qualifications Current or former state experience relevant to this position Knowledge of Colorado’s Water Plan Experience with state agencies and interstate commissions Experience in Lean Management Experience developing and managing budget models Experience reviewing and organizing financial information Strong communication skills (verbal and written) Experience in program or project compliance Proficiency with Google Suite Required Competencies Accurately understand policy framework and technical context Troubleshooting, problem solving, and critical thinking Strong customer service and communication (oral and written) Strong analytical, inductive and deductive reasoning Strong organizational and evaluation skills, attentive to detail Interpersonal skills, including coaching, conflict resolution, facilitation and negotiation Self‑motivation and ability to multi‑task Sensitivity to diverse viewpoints and work styles in a multicultural environment Creative problem solving with appropriate judgment Establishing effective relationships with all partners Data analysis and recommendation skills Independent and team work capability Conditions of Employment Colorado residency required at the time of application Former statewide employees must have concluded employment in good standing to be eligible for rehire Valid driver’s license required for state vehicle operation Willingness to occasionally lift up to 20 lbs Equal Employment Opportunity We are committed to diversity, equity and inclusion.
