Public Utilities Manager - Wastewater Treatment Plant

Job Summary: Under the direction of the Director of Public Utilities, the incumbent manages planning, budgeting, staffing, and operations of a 55.5‑acre pure oxygen activated sludge wastewater treatment facility, two deep injection wells, a 4.0 MGD reuse system, a Schwing Bioset sludge process for Class A sludge fertilizer, and 67 wastewater pumping stations. The role supervises staff responsible for operations, maintenance, electrical and instrumentation services, exercising independent judgment to ensure effective, efficient, and safe facility operation. Essential Job Functions and Responsibilities Prepare and monitor the division budget, recommend savings, and approve expenditures. Oversee payroll processes; direct training, safety programs, hiring, discipline, promotion, leave, overtime, and performance reviews. Coordinate daily operations, establish policies, relay instructions to senior management, and keep staff informed of operational matters. Ensure compliance with EPA, Florida Department of Environmental Regulation, and Broward County Environmental Quality Control Board. Provide technical guidance on complex operational problems. Manage contract employees for equipment repair, material supply, and related activities. Produce specifications for equipment repair, upgrades, and new equipment, services, and materials. Conduct meetings to resolve issues and develop specifications for compliance with regulatory agencies. Resolve grievances, review performance evaluations, and approve salary increases and promotions. Initiate laboratory investigations, analyze results, and adjust processing methods to improve efficiency. Direct preparation of plans, specifications, and contracts for construction, repair, or maintenance of facilities. Work with consulting engineering firms to recommend new facilities and modifications. Represent the City positively with colleagues, clients, and the public, regardless of protected characteristics. Maintain professional relationships with supervisors and managers. Perform related tasks as required. Education / Experience Bachelor’s Degree in engineering, business administration, or a related science plus ten (10) years of progressively responsible experience in wastewater treatment and collection systems, including at least four (4) years in a supervisory administrative capacity. Ability to obtain a State of Florida, Class "A" Wastewater Treatment Plant Operator's certificate within one (1) year of hire. Equivalent training and experience may substitute for the above requirements. Certificates, Licenses, Registrations State of Florida, Class "A" Wastewater Treatment Plant Operator's certificate (obtainable within one year of hire). Knowledge, Skills, Abilities Knowledge of federal, state, county, and municipal laws and regulations relating to wastewater treatment and collections. Knowledge of chemical and physical processes in wastewater treatment. Knowledge of materials, methods, and equipment for operation, construction, maintenance, and repair of wastewater systems. Understanding of municipal organization, union contracts, and safety regulations. Strong oral communication skills, including conveying detailed instructions clearly and concisely. Ability to develop, organize, supervise, and inspect work of operations personnel. Clear written communication. Ability to establish and maintain effective working relationships with employees, management, and the public. Ability to set operational goals and priorities. Physical Demands Employee regularly walks, sits, writes, hears, speaks, and may exert up to 10 pounds of force to lift, carry, push, or pull objects. Requires use of fingers or hands for manipulating objects. Vision must include close and distance vision, peripheral, and depth perception. Work Environment Primarily office-based with occasional site visits; requires adaptability to changing goals and priorities.
